Commission international whale-boat

The commission international whale-boat is an international agency created at the end of the Second world war charged to regulate the Chasse for the whale.

December 2nd, 1946, the International convention for the regulation of hunting for the whale and the large Cetacea decides creation of a Commission international whale-boat.

The exclusive international authority of the CBI as regards protection of the whales is guaranteed by UNO (UNCLOS + Agenda 21 UNCED). The resolutions which the CBI takes are however not obligatory for the current Member States, because they remain sovereign (as with UNO). It was in the beginning an old “club” of the country whalers charged to take care of the survival of the whales to ensure the survival of industry whale-boat.

77 countries compose the CBI (at May 30th, 2007), the last members being Slovenia, Croatia, Cyprus, Ecuador, Greece and Laos. 20 Member States of the European Union take part in this organization. France in fact part since the origin.

The CBI meets annually in one of the States left: in 2006, to Saint-Christophe-and-Niévès - the Caribbean - and in 2007 in the United States (Anchorage in Alaska from May 28th to 31st 2007).

The decisions of the CBI are prepared by committees (scientist, of conservation), sub-committees (drives out indigenous, infringements) and workshops and are made then as a plenary session by consensus or in the majority simple, each member (police chief whaler) having a voice. A majority of the 3/4 is necessary to modify Convention and its appendix.

The police chiefs whalers are named by the Member States (in general, of the representatives of Ministries for Fishings, the Environment or the Foreign affairs as in France). The duration of their mandate is not limited.

The current members (2007) are: 40 anti-bloodsports : South Africa, Germany, Argentinian, Australia, Austria, Belgium, Belize, Brazil, Chile, Cyprus *, Costa Rica, Croatia *, Ecuador *, Spain, the United States, Finland, France, Greece *, Hungary, India, Ireland, Israel, Italy, Kenya, Luxembourg, Mexico, Monaco, New Zealand, Oman, Panama, Netherlands, Peru, Portugal, Czech Republic, the United Kingdom, Holy Sailor, Slovakia, Slovenia *, Sweden, Swiss and 37 pro-drives out : Antigua-and-Barbuda, Benign, Kampuchea, Cameroun, China, Korea, Ivory Coast, Denmark, Dominique, Gabon, Gambia, Grenade, Guatemala, Guinea, Guinea Bissao *, Marshall Islands, the Solomon Islands, Iceland, Japan, Kiribati, Laos *, Mali, Mauritania, Mongolia, Morocco, Nauru, Nicaragua, Norway, Palau , Russia, Saint-Christophe-and-Niévès, St Lucia, Saint-Vincent-and-the-Grenadian, Senegal, Suriname, Togo and Tuvalu (* country having adhered since the meeting of 2006)
