OPCA is the Acronyme for Collecting Joint company Counsel (by the State) .

The OPCA draws its approval from the public authorities which authorizes it to manage and with mutualiser the financial contributions from the adherent Entreprise S what makes a fund raiser of it.

The law provides that the companies of more than 10 paid contribute to a basic case for the formation to a total value of 1,6% of their rough annual wage bill. This includes/understands 0,9% versed for the training program, which represents the continuing education of the employees.

Inter alia, the company can pay this sum with the OPCA to which they adhere. The OPCA give an account then of these payment near the state for the companies. The funds of the companies which the OPCA for the formation collect are transferred to them when they make expenditure.

On the other hand if a company poured its 0,9% with a OPCA and that it did not carry out any expenditure in formation at the court of the year then the OPCA will have will be able to use this sum to support the formation of other companies.

The advantage of the OPCA is that they bring a great help for the companies: they can give councils or information to help them to manage to them Training program.

Two OPCA are known as interprofessional: AGEFOS SME and the OPCAREG (REG. for Regional, become in June 2007 OPCALIA, born from the fusion of the OPCIB - Collecting Joint company Interbranche and of the IPCO - Equal Authority of Coordination of the OPCAREG), which have vocation to collect the funds of formations of the companies not having obligation to pour to a OPCA of branch or whose professional branches indicated them.

There exists other OPCA according to the trades like the OPCAIM (IM for Industries and Métallurgie), OPCAPL (PL for Liberal professions, or UNIFORMATION OPCA of the social economy which has vocation to collect the funds of formation of the sector to nonlucrative goal like in particular associations of assistance to Domicile, of the Sport, of Animation, or of Reciprocity. The FAF.TT (Funds of insurance formation of temporary work) is the OPCA of the branch of temporary work.

The main missions of these organizations consist, once the collected funds of formation, with advising the employers and employees (OPACIF: leave formation) and to allow the financing of the formations considered to be necessary for the achievement of the missions of the companies and the maintenance or the evolution of competences of the employees.
