The Club of the 13 was dissatisfied with the Fédération of Brazil of football, consequently it organized its own championship independently. Copa União was disputed between 16 teams: 13 founding members of the club of the 13 and 3 invited clubs (Coritiba, Goiás and Santa Cruz).
The competition was not recognized by CBF. The CBF invited the winner and the finalist of Copa União, Flamengo and Internacional, to meet the winners and finalists of the competition organized by it (Sport Recife and Guarani), but this proposal was refused. Thus CBF did not recognize Flamengo and Internacional like champions and finalists and did not retain them to dispute the Copa Libertadores.

The Federation of Brazil of football having given up organizing the championship of Brazil 2000 following the victorious dispute of its retrogradation in the 2nd division by Gamma, the Club of the 13 organized it and CBF recognized the competition.
This competition did not obey the rules of promotion and retrogradation of the Championnat of Brazil of football 1999. After Gama withdrew its complaint the club was allowed in this championship.
This championship was divided into 4 modules (Blue, Jaune, Vert and White) based on the popularity and the sporting past of the 114 participating clubs. The final stage gathered the 12 first of the blue module, the 3 first of the yellow module and the winner of the match between 1st of the green module and that of the white module. Finally, Vasco da Gama beat São Caetano. The competition took the name of the president of FIFA, João Havelange.
