Clement Duhaime

Clément Duhaime (Three-Rivers, September 22nd 1953 -) is a senior official Québécois which has work for various organizations of the Francophonie. Since 2005, it occupies the post of administrator of the International organization of the Francophonie (OIF).

Biography

It holds a certificate in Philosophie and Théologie of the catholic Institut of Paris and a diploma in Psychologie of the Université of Paris V. It has also a diploma on the Africa and the Asia of the Institut of political studies of Paris.

It began its career in 1977 as press attaché near the Deputy Prime Minister and minister from the Education of Quebec from then, Jacques-Yvan Morin. In 1980, he is operations manager for the Conference of the Ministers for the state education of the Francophonie to Dakar, with the Senegal.

From 1981 to 1984, he is director of the cabinet of Jacques-Yvan Morin, which occupies various ministries. Then, until 1987, he is assistant of delegated to the French-speaking and multilateral Businesses with the General delegation of Quebec. In 1988, for the intergovernmental Agency of the Francophonie, he is special adviser in charge with the preparation and the follow-up of the Sommets of the heads of state and government. He will occupy this station until 1997.

In 1997, Boutros Boutros-Ghali names it permanent representative and diplomatic mission leader of the International organization of the Francophonie near the European Union with Brussels. Two years later, it occupies another station inside the OIF, special adviser in charge with the policy of co-operation and the budget.

In 2000, he becomes acting general of Quebec with Paris.

March 28th, 2000, it is made Chevalier of the Ordre of the Pleiad (order of the Francophonie and the dialog of the cultures). March 11th, 2003, it is made Commandeur of this kind. February 20th, 2003, it receives the rank of Knight in the Ordre of arts and the letters.

December 2nd, 2005, Clément Duhaime was appointed administrator of the OIF by Abdou Diouf, General secretary of the Francophonie. He thus leaves on this same date his mandate of Acting general from Quebec in Paris.
