Claude Castonguay
honourable the Claude Castonguay D.C., O.Q, LL.D., F.S.A., F.I.C.A. (May 8th, 1929 in Quebec with Quebec -) is a Politician Québécois. He is called, wrongly, it father of the health insurance , as well as the father of the Code of the professions Québécois.
Biography
Clause Castonguay makes studies in sciences with the Université Laval and in Actuariat with the Université of Manitoba. He exerts the trades of part-time lecturer at the Laval University and with actuary.
In 1966, into full Quiet revolution, the government of Jean Lesage gives to Castonguay the mandate to chair the Board of inquiry Castonguay-Nepveu, of which the goal is to produce a report/ratio on the situation of the health care and the social services, which at the time were under the control of the clergy. In the report/ratio which it writes in collaboration with Gerald Nepveu, it recommends the introduction of a new policy of health insurance, a new network of health as well as a new network of private clinics of social services (today known under the name of CLSC). The goal was to provide a better access to the health care and the psychological care to the Québécois population. Material changes are adopted following the report/ratio.
He is elected appointed Liberal party of Quebec (PLQ) in the district of Louis-Hébert at the time of the general election of 1970, for then being appointed Minister for Health and Minister for the Family and the social Wellbeing within the first government of Robert Bourassa. As a Minister for Health, it was at the origin of the chart of Health insurance in the province of Quebec. It will occupy these functions of May 12th, 1970 in Quebec at December 22nd, 1970 in Quebec. He was then Minister for the social Affairs of December 22nd, 1970 in Quebec at November 13rd, 1973 in Quebec.
After three years within the government, it chose not to be presented to the general elections of 1973. Thereafter, it occupied various seats of responsibility within Québécois public institutions, of foundations and Québécois large companies, the such Banque Laurentienne.
September 23rd, 1990 in Quebec, Castonguay is named with the Sénat of Canada by the Prime Minister Brian Mulroney, where it sits under the banner of the Parti progressist-conservative Canada, but it resigns on December 9th, 1992 in Quebec.
In 2006, it proposes with the government of Quebec the adoption of a User fee, which would limit the frequency of the visits in the doctor. He affirms that Quebec does not have any more the means of offering the universal health-care system of health only he contributed to set up.
Claude Castonguay is often described as “father of the health insurance”. This assertion was disputed in 2006 per Lucie Dagenais, who had sat at the end of the years 1960 on the council of the Régie health insurance of Quebec (RAMQ). Dagenais then affirms that the Liberal party of Quebec made only begin again in 1970 bill 8, subjected in 1969 by the government of the National union and demolishes by the liberals, opposition party.
