Class representative

In a class of College in France, the class representative is a pupil of the class charged to represent the other pupils; it is thus the first link of the pyramid high-school girl. For this reason, it is most known of the representatives high-school pupils, and nearest to its voters. He is the successor of the “chief of class”, instituted in 1945. Its role is nevertheless quite different.

In the establishments having a boarding school, two delegated boarding school are also elected.

Mission

The class representative has as a role the representation of the pupils to the Staff meeting, once by quarter at least: this responsibility includes/understands a make-ready time, the council itself and the report with the pupils. The staff meeting is usually divided into two parts: a general assessment of work and life of the class, then the examination of the individual cases. The staff meeting puts forth proposals of orientation which or not the chief of establishment validates. He decides attribution of the encouragements and congratulations. On the other hand, it cannot sanction a pupil (e.g. warning): it is the role of the chief of establishment or the disciplinary board, in the respect of the principle of the contradictory one. There is no vote at the staff meeting, nor of “préconseil” whose delegates would be excluded (decision MT St-Denis-of-The-Meeting, 7/3/91).

The class representative takes part also, at least twice a year, with the conference of delegated pupils. He can at this time make go up comments or suggestions of the pupils of his class to the administration, delegated Board of directors or CVL. At the time of the first conference the elections with CA take place (4 members of which obligatorily a post-vat if necessary), with CVL (3 members), with the Commission Hygiene and Safety…

The delegate has finally a daily mission: he holds his informed class of the official statements of the administration (reading of the weekly report, of the circulars, raising of the rack of the class, information on the absences of the professors…), is the spokesperson of the pupils vis-a-vis the pedagogical team, and adopts a position of “listening activates” pupils. Consequently, the delegate is held with honesty, the impartiality, and with the confidentiality on the personal informations of which it could be informed.

Elections

It is desirable that the election of the delegates is preceded by a phase of declaration of candidature and electoral campaign, in the respect of the obligations of the high-school pupils. The election of the delegates takes place by the uninominal vote with two turns, two substitutes are elected under the same condition: one thus needs the absolute majority to be elected as of the first turn, the relative majority is enough with the second. In the event of equality with the second turn, the youngest pupil is elected. If a pupil who was not candidate leaves gaining poll, it is free to accept or not the function. The main teacher, the pupils assessors and the delegates elected (titular and temporary) sign the official report of the election.

End of the mandate of a delegate

The class representative, like all the representatives high-school pupils, is irrevocable: on the other hand, it is dislocated of its functions if it leaves the establishment (removal, exclusion, death…). A “vote of confidence” can be organized on the initiative of the pupils of the class; its range is only symbolic system. The class representative remains free to resign or not. After the departure of a delegate, the main teacher is held to carry out the renewal of his station, the substitute taking over temporarily the duties.

Class representative to the college

The delegate of a class of college is the representative of his comrades near the teachers and the educational personnel.

Mission

The delegates must collect the opinions and the proposals of the pupils and express them near the people concerned.

They must take part in the meetings organized for them and particularly in the staff meeting, in which they give an account of the atmosphere and possibly of the problems that it can meet.

Some of them (2 pupils elected among the delegates of the classes of 5th, 4th, 3rd) represent the pupils with the Board of directors PF (in certain colleges, they are only pupils of 4° and 3°).

Elections

All the pupils can vote and be elected, and they can vote for themselves. Each elected official must have a substitute.

The elections of class representative proceed in 2 turns. Each pupil must register on his ballot paper two names corresponding to two deputy holders or can vote white. The pupil who obtains the absolute majority (i.e. half of the votes cast more 1 vote) is elected as of the 1st turn. With the 2nd turn, the relative majority is enough. In the event of equality, they is oldest of the candidates who is elected (in several cases, it is the youngest candidate which is elected).
