Civil guard

The Civil guard (in Spanish civil Guardia ) is, in Spain, a police force to military statute. It was created by the royal decree of the March 28th 1844. Its historical founder is the duke of Ahumada.

  • the decree of April 15th, 1844 charges the ministry for the war with organizing the body.

  • the royal decree of May 13rd, 1844 formalizes the principles of organization of the guardia civil. They are always into force today.
  • the decree of January 16th, 1845 institutes a moral code of which principles, contained in the " Cartilla" , kind of code of honor, are also in force.

In 1939, the civil Guardia absorbs the old body of the police officers with its tax and customs missions.

Ministry of fastening

Security force with military statute, comparable with the Gendarmerie national Frenchwoman, the guardia civil is placed under the supervision of four ministries.

  • the ministry for the interior for the missions touching with public safety, the remunerations, the assignments and the material. It was created a secretariat of State to safety within this ministry to coordinate the action of the head office of the guardia civil and that of the head office of the police force but also that of the local police.

  • the ministry for defense for the management staff, the advance and the execution of the missions in military matter (in time of war, the body would be found under exclusively military subordination),

  • the ministry for justice for the exercise of the judicial police,

  • the ministry for finances for the concerning service tax field,

For the execution of specific missions, it can also depend on the public that, Ministry of Labor of the environment or agriculture.
