Cities of Cameroun

General information

The territory of Cameroun is cut out in communes. There currently exists in 2005 (and since 1996):

  • 2 urban communities (Douala and Yaounde) subdivided in 11 urban communes of district (5 in Douala and 6 in Yaounde)
  • 9 common urban to special diet
  • 11 urban communes
  • 305 rural communes.

Communal mode of common right

The communes are directed by Maire S and municipal councils elected by the vote for all. The distinction between urban and district district rural is made according to whether the commune can manage zones or not-urbanized.

They have a competence by principle for the management of the local businesses under the supervision of the State.

The missions assigned by the Law with the communes are the following ones:

  • to cause all provisions of a nature administrative, economic and social suitable to ensure the
harmonious development of the communes;
  • to define and make apply work methods allowing to increase the output and
to improve quality of the communal services;
  • to promote the training and the recycling of the communal personnel.

Way of voting

The Scrutin for the election of the city council men is a mixed poll with a turn comprising a majority system and a system of representation proportional. The list which obtains the absolute majority of the votes cast gains the totality of the seats.

If no list obtains the absolute majority, the list which obtains the relative majority obtains half of the seats, and other half of the seats is allotted in proportion to the voices of each list.

The law makes obligation with the lists to take account of various sociological components of the district, in particular as regards representation of the minority ethnos groups.

Derogatory mode

The common urban to special diet and the urban communities are directed by delegates of the gournements, named by Presidential decree of the republic, who take up indeed the duties of mayor and president the council of the urban community.

In the urban communities, there exist urban communes of district directed by elected municipal councils, but whose functions are much reduced that in the other communes.

The majority of the urban communes were created in 1996, following the victory of the opposition parties to the municipal elections.
