Cipher pol.

This article belongs to the manga One Piece . The name comes from: Cipher , which means figure and of pol. , which is an abbreviation of police force (as in Interpol for example). The Cipher pol. is a branch of the Government in charge of espionage and information. It subdivides in eight groups (from 1 to 8 thus) more one secret branch: CP9 , the group of the shade. Luffy and its band will have to fight several members of the Cipher pol. in the Puffing Tom , the train of the seas, then with Enies Lobbies , the general headquarter of the Navy.

Known members of the CP1 with CP8

Jerry of the CP6 :

This giant of almost five meters is the chief of CP6 . He practices a kind of boxing mingled with yoga. He is the first true adversary of Sandy in the Puffing Tom , this last will beat it very easily nevertheless. The punches and of feet of Jerry can take strange directions, as if Jerry did not have a bone: it must be the effect yoga . The other members of the CP6 are only of normal soldiers. It comes from the island of the Karate located on South Blue.

Wanze the Nutcase of the CP7 :

He is the chief of CP7 . This “ cook ” uses a strange technique based on the use of noodles ramens like armor or projectiles (which it then projects with his nose! hello the cook!). Sandy will face it and after some vexations, it will end up cutting out the armor of ramens of Wanze with stabs, before finishing it with kicks. Being sworn never not to use another thing that its feet lasting a combat, Sandy car-will be justified by saying that it fought food! Wanze will have made three great errors near Sandy: 1) it is claimed cook, 2) it wastes food, 3) it insulted Robin cherished .

The CP9

This section is most secret of all because only a small portion of official know her existence and especially, recognize its legality. In addition to their roles of spies, the members of CP9 have a right, who their allow to kill whoever threatens the Navy and the world Order (they are the only judges to make such a decision). Blueno, Kaku, Lucci and Kalifa infiltrated in Water 7, under the orders of Mr. Iceburg to be able to obtain from him the plans of Pluton , the most powerful weapon of the World (which was already coveted by Baroque Works). He will however not manage to recover the invaluable documents (because Mr. Iceburg will manage to give them to Franky, before being captured). They will capture Nico Robin all the same.

The other mission of the CP9, which included/understood Fukurou, Jyabura and Kumadori, consisted of the assassination of three people, which intended to prepare a plot against the government. This mission was transformed into massacre when Fukurou could not keep its language and revealed their identity of secret agents! Blow, there was 23 died.

Rob Lucci :

This strange character is ventriloque and speaks via his domestic pigeon, Hattori . In Water 7, it hid under the features of a master carpenter and intrigue directly by his behavior and its apparent dumbness. Its verbal brawls with Paulee was rather frequent.

Rob Lucci had already integrated the CP9 into the 13 years age. Its first mission then consisted in getting rid of a band of pirates which had taken as hostages 500 men of the Navy. To arrive on the spot, Lucci killed the hostages then the impotent pirates. It is of this first mission, that it holds its wound on the back in the shape of cross, that it received after having boxed five ball of gun.

Within CP9 , it is generally the target of his comrade, Jyabura which does not support its prevalence on the others (it brawls like dogs and cats in fact, because of their Fruit respective). It is also, by far, most extremely from the men of CP9 , it thus will fight against Luffy. Contrary to the majority of his comrades, it did not return to CP9 by thirst for justice, but because to be able to kill no matter whom, without having accounts to return, it liked the idea, a truth psychopathe what!

Kaku :

Like Rob Lucci, it hid in Galère Corp. as carpenter, it is besides him which announced with Luffy the death of the Vogue Merry and which was given the responsability to destroy it. One knows few things on him, but it is known that recently, it ate the Fruit of Bovine the , Girafe version.

At the beginning, it controls this capacity badly, because it has just received it and is not able to transform itself immediately into hybrid form, in spite of that it very quickly takes the practice of its form semi-man, semi-giraffe. In spite of this first problem, it seems to appreciate this new gift, because according to its own consent, it adores the giraffes!

It is quietest and most discrete of the members of CP9 . Jyabura often makes fun of him because contrary to Kaku, it controls its Zoan to perfection, it as should be said as a werewolf is nevertheless bloody more class that a giraffe-garou! In spite of the fact that not badly of world makes fun of him, it does not have cure of it, certainly because it with the practice with its square nose. Jyabura :

One does not know large thing of him either except the fact that he ate the Fruit of Canidé , Loup version. He was regarded as as extremely as Lucci at the time of his entry to CP9 , which lets predict its power.

He is enough flemmard and spends his time yawning and to sleep but, following the example Zorro, he always awakes when the action starts. He is extremely competitive and supports badly that Kaku and Lucci are stronger than him. Contrary to this the last, which with a sadistic attitude during the engagements, Jyabura insists on the fact that it always tries to make the confrontations shortest possible, in optics to make suffer its adversaries the least possible (charming this is not?). Blueno :

This man of CP9 is the first to fall, under the blows of Luffy.

He has small horns, which are in fact this hair and has a rather imposing physique. Kumadori :

This character is an original. He presents himself as being a Sennin (kind of hermit to the Japanese woman, passing to have magic capacities) and has a strange mania of self-punishment. Indeed, with each time itself, or one of his/her comrades, makes a silly thing (i.e. almost all the time), he proposes to be made Seppuku for expier the aforementioned fault! Nevertheless, with each attempt, it uses a Tekkaï to protect itself and justifies then its survival by the leniency of the gods, who would have supposedly saved it! It behaves permanently like an actor of Kabuki and more or less seems to follow the Bushido. Curiously its right eye is permanently closed and it seems able to move with precision its imposing mauve mass of hair (a capacity inherited its statute of Sennin , undoubtedly).

He will face initially Nami, but will change enemy in the course of combat to fight against Chopper. The reindeer will écrabouillera it of a punch with its form " Monster Not ".

Its name comes from a kind of actor of Kabuki (from where its attitude).

Fukurou :

Probably strangest of the members of CP9 : it has an enormous head and a mouth with closing-flash! It is however an incorrigible chatterer, who generally ends up revealing information with his enemies, he as should be said as it is unable to lie (hello the secret agent!).

It has astonishing it to be able to calculate the force of a person, who struck it before, it is also presented in the form of a Master of the technique Soru (being the first to invent variations of the movement). In spite of its imposing mass, it has a swiftness and a supernatural agility: it moves so quickly that one has hardly time to see it. It has in fact a manner of using the Rokushiki different from his comrades, his style is adapted more for its physique (it can for example use the Ran Kyaku without its legs!).

It is Franky which will deal with him and to kill it, in spite of a beginning of rather hard combat (the cyborg was with Cola course).

It calls itself " Fukurou the Silencer, Spreader of Rumors ". Its name is a pun in Japanese, indeed ('Fukurou wants to say owl (it compares his style of combat with the manner of driving out of an owl) and Fukuro , bag (reference to its closing-flash and its round appearance pointing out a bag)). It finished n°26 in the last test of popularity.

Kalifa :

This young woman is only representing fair sex with CP9 . Recently she ate the Fruit of the Bubbles , which enables him to dehydrate its victims or to be protected thanks to a soapy barrier.

She is very likely and carried, she regards the words and actions coming from the men (and particularly that of Spandam) as sexual harassment and this which is.

In Water 7, it was the personal secretary of Mr. Iceburg and was besides, to a certain extent, its bodyguard. Although of extremely attentive appearance towards him, she will not hesitate a second to use violence, at the time of the reversal of the quartet of CP9 .

During the battle against Mugiwara, she will manage to beat Sandy, but will be finally killed by Nami come with the rescue (it should be said that she mésestimais Nami completely since she took a bath during the combat!).

Nero :

It was authorized with used a Buster Call , a devastator attacks military launched by several cruisers of the Navy and asking for the assistance of several Vice-admirals. Because of its lack of force, it is a couard without one ounce of courage. Accidentally, it finally activated the famous Buster Call .

Thanks to its strange capacity, Fukurou calculated the force of each member of CP9 :

Rob Lucci : 4000 douriki

Kaku : 2200 douriki

Jyabura : 2180 douriki

Blueno : 820 douriki

Kumadori : 810 douriki

Fukurou : 800 douriki

Kalifa : 630 douriki

Spandam : 9 douriki

NB: a normal person has a force from approximately 10 douriki. It with is noted that, according to Jyabura, Douriki do not take account of the capacities granted by Fruits of the Demon. It is thus probable that the three first are stronger than that in animal form (even Kalifa and Blueno one a higher power, because of their Fruit). Douriki are also an indicator as for the power of Rokushiki, thus, Franky could realize that Tekkaï de Lucci is 5 times more powerful than that of Fukurou, as their respective force proves it (in douriki).

Moreover, each member of CP9 is connected to a particular animal:

Rob Lucci : Leopard , this is normal considering its Fruit.

Kaku : Giraffe , like Lucci, this comparison is easy with the sight of its Fruit.

Jyabura : Wolf , once again, it is because of Zoan.

Blueno : Bull , simple to guess: because of its small horns due to its hair.

Kumadori : Lion , its immense hair connects it indeed with a lion.

Fukurou : Owl , Fukurou compares its style of combat with that of the known as raptor.

Kalifa : Sheep , that is due to its appearance when it uses its soapy barrier.

Spandam : Panda , its name approaches that of the animal, moreover it has eyes close to those of a panda.

Nero : Weasel , it calls itself the Weasel of the Seas .

The CP9 of 20 years ago

There is a short outline of old CP9 at the time of the Flashback of the destruction of Ohara, the native island of Nico Robin.

Spandine : The chief of the old CP9 does not resemble badly his son Spandam (name, attitude, character), also couard and little extremely. He is all the time protected by his two assistants. It is him which started the Buster Call fatal in Ohara and it is also him which killed Nico Olvia , the mother of Nico Robin. It is extremely probable that he is the father of Spandam. Accidentally, it saved Nico Robin, by not letting it leave with the last lifeboats the island. Indeed these boats were destroyed by the Vice-Amiral Sakazuki.

assistants of Spandine : The two other members of the old CP9 make more honor with the reputation of the group. They are, them, really very dangerous. It is not certain, but their techniques of combat are connected much with the Rokushiki . Where did they now, die or transferred to another station, god alone knows it?

6 {{E}} Style or Rokushiki

It is a whole of techniques using the body as a weapon devastator. All the members of CP9 controls it in addition to other basic techniques. The majority of the members of CP9 also improved of the techniques of the Sixth Style according to their own way of fighting what gives sometimes impressive results. One really does not know from which this style comes from combat, but the assistants of Spandine used it already.

Soru (Razor): It is a kind of Téléportation: the combatant disappears to reappear at another place.
Kami-E (Paper): The warrior becomes extremely flexible, which enables him to dodge all the attacks physical with the body with body or remote and to float like a sheet.
Geppou (No the Moon): The practitioner of this art can leap on the air, giving the impression to fly.
Ran Kyaku (Foot Typhoon): A kick devastator, which projects a blade of air and can thus cut out remote things.
Shigan (Canon Finger): Technique allowing all to transpierce with one of its fingers.

Rob Lucci was born one June 2nd, it is still a pun on the fact that 6 can say ro and 2 drunk , together, that gives Robu , but there is one - U dumb in Japanese, of the blow one has Rob, as in Rob Lucci. It is 28 years old
Kaku as for him was born one August 7th, for him it is with the fact that 8 can say ha and 7 Na , coupled one has hana , that is to say nose, reference to its strange square nose.
Kalifa is it born one April 23rd, does that of it is with the fact that in Japan, it is the Day of the Secretaries.
In the SBS of volume 44, Oda indicates some information on the youth of the members of the CP9:
