What is what a cinema festival?
The cinema festival is the first meeting between a work, its creators and his public. Sometimes, it will be only, if the meeting fails. It is thus a key moment of the life of a Film. This moment of exposure can be violent. For the Realizer and the producing , the reaction of the public - even informed with the presentation of the " bébé" can cause dedication or handing-over deep in question….
The role of the cinema festivals is double. They are at the same time dénicheurs of " pépites" and of the machines to make known, to promote selected films. Thus, along the cinematographic Die, the festivals of Cinéma are before and/or after the link of the Film distribution: downstream from the Production of films (moment of creation) and upstream of the cinematographic Exploitation (moment of projection in room).
The majority of the festivals follow an annual or biennial regularity. In addition to practical questions of organizations, this rate/rhythm makes it possible to preserve an exceptional character at the event.
Discoverers of talents
The dénicheurs of talents of a festival, they are its selectors. Their mission is to see hundreds, even thousands of films, to select a few tens at the maximum of them. The selection criteria depend obviously on the subjectivity of each selector. But one can think that the films selected are it for a certain grace or their innovating character. For a few years (and the generalized use of Internet as work tools), the large international film salesmen have called in question the role of discoverer of talents of the festivals. Vincent Maraval, of Wild Bunch claims thus that the festivals are more useful for their capacity to emphasize films.

France, ground of Festivals?
Each week, it is held some share in France a Festival of Film. One counts at least a cinema festival in each French big city. Although very seldom at the origin of the creation of the festivals, the French local government agencies can benefit from it. Those which, by subsidizing it, support an event expect from them economic consequences for their managed: promotion of the image of their area, filling of the hotels and restaurants, etc If the support of the public powers granted to a festival lies well within the scope of the French Cultural policy, it is especially a means of instigating the attractivity of the areas concerned. In fine , it is a manner of defending the place of France as a first world tourist destination.
The dynamism of the French festival sector would be also explained by a long tradition of Cinéphilie, by the part played by the reviews of film criticism (Positif, Books of the cinema…) and by the policies of support for education with the image (for example: Film club S impelled by Andre Malraux)
If the bonds between festivals are more complementary than competitor, if their economy escapes largely logic from the branches of industry subjected to the market, and if it is consequently delicate to draw up a classification between festivals, France can enorgueillir itself to organize the most important festivals of feature-length films (Cannes), of short films (Clermont) and of cartoon films (Annecy)… (This large slam misses only the most important festival of documentary, generally recognized with Amsterdam (IDFA).)
