Christine Boutin , born the February 6th 1944 with Levroux (Indre), is a political woman French. She is Minister for Housing and the City of the second government Fillon, since the May 18th 2007.

Christine, Marcelle, Valerie, Cecile, Marie Boutin , born Martin, are the girl of Xavier Martin, journalist, and of Bernadette Durand, housewife. Old journalist of profession, Christine Boutin is married with Louis Boutin, data processing specialist, and mother of three children: Loïc, Armelle and Pierre-Yves.In 1995, Christine Boutin is named consultor of the pontifical Conseil for the family in the Vatican.
Deputy of Yvelines, member of UDF during more than twenty years, it integrates the UMP into her creation in 2002, with the large majority of the other UDF deputies. She is president of the Forum of the social republicans, political movement autonomous founded in 2002 and associated with the UMP. In 2006, the FRS asserts more than 7000 members and: 25000 sympathizers.
In 2002, it obtains 1,19% of the votes cast (339 112 votes) with the presidential election.
The national council of FRS joins together the December 2nd 2006 decides his not-candidature for the presidential of 2007 (" I made the decision not to present myself to the presidential election, not besides than with the internal nomination of UMP" so " to avoid one April 21st with the envers"), and the support as of the first turn for Nicolas Sarkozy, “the best republican right-wing candidate”.

Political career
At the time of its first mandate of deputy, Christine Boutin was member of a “parliamentary group of studies to support the reception of the life”. This group maintains the privileged relations with the AOCPA (Association for the conscientious objection to any participation in the abortion), catholic association responsible for the organization, on January 17th 1988, of a “national walk for the right to the life”.In 1993, it takes part in the foundation of the Alliance for the rights of the life, association which aims at " to defend the life under all its formes".
The central event of its political career was its important presence in the debate of the bill instituting the Civil pact of solidarity (PACS). Its media omnipresence for all this period was worth certain political enmities to him, it was in particular described as homophobe by association Act Up.
In December 2001, it is excluded from the UDF, to have decided to present to the presidential election of April 2002, in spite of the presence of UDF Francois Bayrou. It gains only 1,19% of the votes (339 112 votes), positioning penultimate of the 16 candidates present at this first turn.
It is re-elected appointed the June 16th 2002, for XIIe legislature (2002 - 2007), in the Tenth district of Yvelines. It belongs to the group UMP. During the program for the referendum on the constitution project European, it makes countryside for not. In 2006, it decides not to be represented with the presidential election of 2007 and joins with Nicolas Sarkozy of which it becomes one of the political advisers.
It is named the May 17th 2007 Minister for Housing and the City of the first government Fillon. This nomination is not foreign with its positions in favor of the Droit to opposable housing. It is re-elected the June 17th 2007 deputy of the 10th district of the Yvelines with 58,37% of the voices. It always forms part of the second Fillon government, named on June 19th, 2007. During 2 weeks, 17 with the September 28th 2007, it established its ministry in Lyon to launch the national Building site for housing.

Positions on the security questions
Militant opposed to the abortion and the euthanasia
Extract of the statutes of the Forum of the social republicans: “To respect dignity of any human person, her design to its natural death, with the priority concern of weakest. ” From this base all its standpoint rises on the security questions. Militant anti-PACS and opposed to the adoption of children by the homosexual couples
Christine Boutin opposes the adoption of children by homosexual couples and the various forms of recognition of the union between two homosexual, since she considers that the marriage was instituted so that a man and a woman have the means of founding a family.In 1998, it was the leader and representing it the parliamentary line (RPR/UDF) in the debate on PACS and declared the 11/3/98 at the time of the debate on the PACS at the National Assembly: “What homosexuality, if not the impossibility of a being to be able to reach the other in its sexual difference? (…) All these biological and social acrobatics to justify the accession of one homosexual couple to paternity or maternity seem me to raise of a narcissistic phantasm of car-production. ”. It was pointed out also by holding up the Bible in the Hemicycle during the debates.
She says “to like the homosexual ones” and states to maintain good relationships with homosexual associations, which is obviously not the case of any other human being of this type, as the sign Christian charity: January 27th, 2002, association Act Up-Paris disturbed its meeting with the Zenith of Paris by deploying a streamer proclaiming: “Homophobe S”.
Positions on the prisons and insertion
In 2003, at the end of a parliamentary mission on behalf of the former Prime Minister Jean-Pierre Raffarin, on the topic “the insulation and embrittlement of the social link in France”. It militates for the establishment of “minimum wages of existence”, guaranteed with any person: the universal Dividend. This economic proposal at the same time makes it possible to leave misery, to mark a new feeling of membership and to support the search for activity. Right to opposable housing
In spite of its insulation on the right on this topic, it is the first to deposit a private bill instituting the right to opposable housing.
