Christian Vanneste

Christian Vanneste (born the July 14th 1947 with Tourcoing) is a Politician French. Parallel to a political career, he was professor of philosophy to the industrial and commercial College private of Tourcoing, and was assistant editor of the EIC of Tourcoing.

Political course

Elected official appointed RPR-UPR of the Tenth district of North in 1993, it loses his seat in 1997 at the time of triangular with Front National before finding it like UMP elected official the June 16th 2002 for XIIe legislature (2002 - 2007).

In 2002, it belongs to the group UMP and the parliamentary group “the Reformers” where it is in load of individual freedoms.

Its political discourse opposes the traditional line designs to the Socialisme which he considers dangerous, and what he claims to be a certain provincial good sense with a Parisianisme that it considers too much marked. It generally defends of the preserving positions and supports the policy of Nicolas Sarkozy. There joined besides the National center of independent and country (CNI), left associated with the UMP, which corresponds better to these values, while remaining member UMP.

Although not-reinvested by the UMP following her judgment, Christian Vanneste is candidate for her own sucession with the legislative elections of June 2007 under label UMP-CNI, thanks to the local support of UMP in the person of her departmental secretary, Thierry Lazaro and of the various UMP town councilors. Patrick Devedjian, general secretary deputy of UMP, recognized, on France Info, on Wednesday, May 30, 2007, that following the agreements between associated UMP and its small parts, the Tenth district of North was reserved for CNI, and that consequently UMP also supported these candidates and did not introduce candidates against them.

June 10th, 2007, at the time of the first turn of legislative, Christian Vanneste is in very favorable ballotage with 46,26% of the votes cast, against 21,10  % for the socialist candidate Najat Azmy. In progression of more than 14 points compared to 2002, Christian Vanneste seems to have collected with her profit the main part of the votes lost by the candidate of the National front in the district, Christian Baeckeroot. This one, whose electorate underwent, as in the near total of the districts, a strong erosion compared to 2002, declared however that he will vote personally for Christian Vanneste with the second turn.

Christian Vanneste is re-elected, on June 17th, 2007, with a number of voices almost equivalent to that of 2002 (: 21719 instead of: 21806 and improves its percentage in terms of votes cast (58,56  % instead of 56,41  %), in a notable context of progression, compared to 2002, so much of the abstention (50,33  % of the registered voters, instead of 45,71  %) that white or null votes (4,78  % of the voters, instead of 3,87  %).

Since June 2007, he is Member of the Commission of the Laws, the Special subcommittee charged to examine the bill on the social dialog and the continuity of the public service in the regular surface transports travellers (Herve Mariton, President) and Vice-president of the mission of information on the execution of the penal sorrows.

He is member of the UMP Group.

He is UMP candidate with the town hall of Tourcoing (95 000 inhabitants) for the local elections of March 2008.

Christian Vanneste was rapporteur of the bill DADVSI (royalty and right neighbors in the company of information), voted on June 30th, 2006.

In November 2006, the deputy deposited a Private bill made up of an unique article, “France recognizes the Ukrainian genocide publicly of 1932-1933. ” Proposal which intervenes a few weeks after the vote by the National Assembly of a private bill punishing the negation of the Armenian genocide.

Christian Vanneste is a partisan of the Capital punishment for the terrorists: it thus signed the private bill of one of his colleagues going in this direction in April 2004.

In November 2005, it is one of the first to deposit a private bill aiming at instituting social VAT, proposal then taken again in spite of certain controversies, by the candidate UMP, Nicolas Sarkozy. It also militates for the patients reached of rare diseases by depositing in October 2006 a private bill aiming at fighting against the inopportune stop of marketing of medicamentous products, proposal which will be taken again by the Government in the law of March 4th, 2007.

Controversies

In June 2004, it presents an amendment to an amendment to the law of February 23rd, 2005 so that “ the Nation expresses its recognition with the women and the men who took part in the work achieved by France in the old French departments of Algeria, in Morocco, in Tunisia and Indo-China like in the territories placed before under French sovereignty. The school programs recognize in particular the positive role of the French presence overseas, in particular in North Africa and grant to the history and the sacrifices combatants of the French Army resulting from these territories the eminent place to which they have right ”. This amendment caused a polemic (see Colonialisme) with the autumn 2005, in particular in the old French colonies and certain overseas departments; it will end up being repealed by a decree after having been displaced because of its regulatory character.

At the time of the constitutional revision, in January 2007, he is opposed, following in that the deputy of the New Caledonia, Pierre Frogier, with the modification of article 77 of the Constitution estimating that this revision " undermines the republican principles ".

Discusses about homosexuality

  • Christian Vanneste was characterized by her remarks homophobes.

He was indeed recognized guilty of insults homophobes for the following remarks, made in the Voice of North and reiterated in the daily newspaper Northern Flash , in January and February 2005:
homosexuality is a threat for the survival of humanity ''”; “ I did not say that homosexuality was dangerous. I said that it was lower than the heterosexuality. If one pushed it with the universal one. They would be dangerous for humanity ''”; “ For me them behavior is a sectarian behavior ”; “ I criticize the behaviors, I say that they are lower morally ''”.

September 28th, 2005, it was to pass in judgment in front of the Magistrates' court of Lille following a lodged complaint by Act Up, SNEG and S.O.S Homophobie for insults because of the sexual orientation, following its declarations in the newspaper inhabitant of Lille.

September 27th, 2005, the court deferred the audience to December 13rd, 2005. The number of the parts in question and the new character of the judgment to be returned led the court to push back the date of the appearance of several weeks. It is the first time that an elected official of the République is continued by associations for matter homophobes. Following the audience, the judgment is put on of deliberated until January 24th, 2006.

January 24th, 2006, Christian Vanneste was recognized guilty by the magistrates' court of Lille of insults because of the sexual orientation (according to the law of December 30th, 2004) following these remarks. It will have to pour 3000 euros of fine like 2000 euros of damages to each of three associations plaintiffs which will also receive 1000 euros (+500 EURO for the call) under the lawyer expenses. Christian Vanneste, who was not present at the reading of the judgment, will have moreover to publish her judgment in several newspapers of which Le Monde , the Express train and the Voice of North . The lawyer of Christian Vanneste announced that it would make call of this judgment.

Its appeal before the Court of Appeal of Douai took place on December 12th, 2006: the confirmation of the sorrow inflicted in first authority was required by the magistrate, the judgment was put on of deliberated on January 25th, 2007. The judgment delivered by the Court of Appeal recognizes it guilty, and confirms its sorrow. The very same day, Christian Vanneste announced that it was provided in cassation and that it would go, if necessary, before the European Court of the Human rights. This recourse is not suspensive and the deputy will have to discharge his sorrow if he wants to see recognized his appeal.

  • It is criticized by many fight associations against the Discrimination S and in particular of homosexual associations such as the pink Flemings.

  • Questioned on the legalization of the marriage in Belgium, it declares in free gay monthly magazine published in North " Nordik" : “ Belgium dies démographiquement like Spain, one cannot thus trust there”. This declaration raised many interrogations since the demography of Belgium as that of Spain are in increase.

  • In the emission Haro on the homos! diffused on Canal+ on September 5th 2005, it declares: “ I even intended to say that one was going to continue people who employed the " term; déviant". What appears to me of an incredible totalitarianism. Good. You have the normal behavior, i.e. practiced by the large majority of the people, and you have a behavior which deviates compared to the standard. (…) Then, it is easy to explain why this standard it is quite simply the standard of nature, I believe that it is rather clear, and then the standard of the interest of the company. What is also very clear. The interest of the company, they is that there are families, most solid possible which raise children, who raise them well, and whom obviously homosexuality deviates from this model. Not. See, it does not have there at all aggressiveness in what I say. Now, if they refuse this word absolutely, one can say " anormal" for example. Good, why not: abnormal, which deviates from the standard.

  • Christian Vanneste deposited on July 6th, 2006 a Private bill aiming at removing in article 32 subparagraph 3 of the law of July 29th, 1881 the judgment for slandering towards a person or a group of people at a rate of their sexual orientation. Moreover its private bill, if it is adopted, will prevent a public ministry from engaging of the continuations when slandering was made towards a group of people at a rate of their sexual orientation and thus prevents the legal actions against its own person for the same facts.
