The Chinese Communist party (Chinese simplifié : 中国共产党, Chinese traditionnel : 中國共産黨, Pinyin: Zhōngguó Gòngchǎndǎng) is the party directing the Popular republic of China since 1949. The PCC is de facto the sole party of the RPC.
Founded on July 1st 1921 in the French colonial district of Shanghai, it was directed by Mao Zedong. In 2006, the party counted 70 million members what makes of it the greatest party in the world. The PCC directs the policy of popular China on all the levels since its accession to the capacity in 1949.
Dominated a long time by Mao Zedong, the structure of the Party was destroyed during the Cultural revolution and replaced by the popular Armée with release. Following the death of Flax Biao in 1971, the APL loses little by little its capacity with the profit of the PCC. Deng Xiaoping continues reforms it PCC starting from 1978.
Its organization is always abstract. In the facts, 1.000 to 2.000 people hold the essence of the capacity; it is a form of Oligarchie.
In China each station with responsibility (judge, head of undertaking, etc) is doubled of a political station, except when the person in charge occupies a sufficient level in the organization of the party. This “not separation of the capacities” and the conflicts of interest which result from this partly explain the endemic problems of corruption within the party.
The Congrès is the major body of the Chinese Communist party. It meets, in theory, at least once every five years. The last Congress met in Beijing ( Beijing ) in October 2007. At the conclusion of work, Hu Jintao, is renewed in its functions of First secretary of the party, chair republic and chief of the army.
With the University, delegates propose to the best students to take part to the PCC, following the example university decoration. To belong to the party makes it possible to find a good work easily, because the companies gain in consideration on behalf of the State by employing members of the party. Thus the intellectuals and the elite of the Chinese company are for the majority members of the PCC.
The basic members are however not true Militant S. It is only at the highest levels that the leaders are chosen and decided political programs.
The first plenary session of XVIe Central committee of the PCC, the November 15th 2002, held as of the shortly after the Congress closure, elected the members and temporary members of the Political office of the Central committee, the members of the Standing Committee of the Political office and the general secretary of the Central committee. According to the mention of the Standing Committee of the Political office, the participants elected the members of the Secretariat of the Central committee, chose the personnel of the military Commission central, and ratified the secretary, the assistant secretary and the members of the Standing Committee of the central Commission of control of the discipline, elected officials at his first plenary session.
central Commission of control of the discipline (26 people):
the Quotidien of the people (Renmin Ribao) is the central body of the Chinese Communist party.
During its first years of existence, the PCC is supported by the Komintern and is combined with the Kuomintang of Sun Yat-SEN. To died of Sun Yat-SEN in 1925, Tchang Kaï-chek, new leader of Kuomintang, is turned over against its old ally. The fight becomes very difficult for the Communists starting from 1928 when Kuomintang seizes the power in China. During the following years, the Chinese Communists take an action of guerilla, succeeding in establishing the Chinese Soviet republic of Jiangxi starting from 1931. But in 1934, swept by the troops of Tchang Kaï-chek, they must flee, starting a long retirement, the “long walk”, during which Mao emerges as unchallenged leader. The Sino-Japanese war establishes a precarious truce between Communists and nationalists who have then like common concern to push back the invader Japan board. As of the end of the war, the conflict begins again between the two parties. The exit is a communist victory, with the proclamation in 1949 of the Popular republic of China. Tchang Kaï-check flees towards the island of Taiwan where it founds the République of China (Taiwan). Kuomintang and PCC remain in conflict not-armed until in 2005 with the signature with agreements between the two parties.
