Chief of staff of the armies

The chief of staff of the armies (CEMA) is to advise French government. For this reason, he takes up two principal duties:

it assists the Minister for defense for the preparation and the organization of the Armed forces;
under the authority of the president of the Republic, chief of the Armed S, it ensures the Commandement of the whole of military operations and puts forward the military measures to adopt (general Stratégie).

He is responsible:

of the control of the operations: plans of employment, general articulation of the forces, distribution of the operational means between the commanders of theaters on which it has full authority;
of the preparation of the forces: he controls their aptitude to fulfill their missions and has on them a permanent capacity of inspection;
of the preparation of the future: planning and programming of the military capacities. It takes care of the coherence of the means of the armies and takes part in the preparation and the execution of the Budget of defense;
of the organization Interarmées: it takes care of the coherence of the organization of the armies.
of the military relations with the foreign armies: it directs the military missions abroad, organizes the participation of the armies in the military cooperation, follows the international negotiations and represents France at the military committees of the international organizations.

It has directly under its authority:

chiefs of staff of each of the three armies (Ground, Sea, Air);
the staff of the armies (EMMA);
higher commanders in the departments and overseas territories and the commanders of the French forces abroad (COMSUP and COMFOR), the general officers of the zones of defense (OGZD) and the departmental military delegates (DMD);
of the organizations interarmées, of which:

the Direction of the military information (DRM);
the Command of special operations (COS);
the staff interarmées of force and drive (EMIA-FE);
the central management of the Department of health of the armies (DCSSA);
the central management of the Service of the gasolines of the armies (DCSEA);
direction interarmées of the networks of infrastructures and the information systems (DIRISI);
the higher military teaching.
