Chen Liangyu

Chen Liangyu (born in October 1946 with Ningbo, close to Shanghai, province of the Zhejiang) is a Chinese politician, secretary of the municipal committee of the Chinese Communist party of Shanghai and mayor of this city of the February 26th 2002 with the September 25th 2006, date on which he was dismissed following a corruption scandal.

Biography

Of 1963 with 1968, Chen Liangyu studies at the department of architecture of the School of logistic engineering of the popular Armée with release of China, and leaves there with a diploma for the occupation of engineer, specialized in the architectural structures.

From January to September 1992, it accomplishes a nine months stay in Great Britain to study with the faculty of political science of the University of Birmingham.

Of 1970 with 1983, it works as engineer in the Factory of Pengpu machines of Shanghai.

In April 1980, it adheres to the Chinese Communist party.

It was successively, starting from 1983, assistant editor of the Factory of Pengpu machines of Shanghai, assistant secretary of the committee of the Party of the Company of the metallurgical and mining machines of Shanghai, secretary of the committee of the Party of the Company of the electricals appliance, executive vice-president then managing director of the Office of the executives veterans of the committee of the Party of Shanghai.

From 1987, he becomes assistant secretary of the committee of the Party and chief of the district of Huangpu, like assistant chief of the secretariat of the municipal committee of the Party of Shanghai.

From October 1996 at December 2001, Chen Liangyu assumes the posts of assistant secretary of the Committee of the Party and assistant mayor of Shanghai. It was named mayor by interim of Shanghai the December 7th 2001, and mayor of Shanghai the February 26th 2002. He became Secrétaire of the party of the autonomous Municipality in October 2002, in the place of Huang Ju. This particularly important station usually goes hand in hand with a seat to the Political office of the party. It is the case for Chen Liangyu since XVIe Congrès of the Chinese Communist party. Previously, it had been names temporary member of the central committee at the conclusion of XVe Congrès of the Party.

The August 5th 2002, the new mayor of Shanghai declared that one was to lay down gradual objectives so that in the three years to come Shanghai becomes the center of the domestic Financial market, of and the management circulations of capital of funds, and one of the international financial centers most important for one duration from ten to twenty years. Finances will have to thus play a central role in the economic development and the operation of the city, which will be able to accommodate Chinese and foreign financial institutions and financial intermediaries. It stated in addition that Shanghai would accelerate soon the construction of a financial space of high-quality, would widen the financial market, would create new systems of financial administration to attract towards it the talented financial ones, which will contribute to its economic development.

The 4 and December 5th 2003, Chen Liangyu went to Lyon (France) to take part in the “ World summit of the cities and the local authorities on the company of information ”.

The September 25th 2006, it is dismissed following a corruption scandal. The scandal related to the management of the pension funds of the city, which would have led to a misuse of public money for an amount of 3,2 billion Yuan S (400 million dollars). The investigation was transformed into “ operation clean hands ”, with the calling into question of the assistant general secretary of the municipal committee Sun Luyi four days later. The chief of the local police Wu Zhiming could also be worried.
