Charter of Havana

The charter of Havana was imagined by the United States with leaving the Second world war. This charter is not immediately followed of rule, it envisages the creation of a International organization the commercial (OIC). It is thus more than one agreement since it appears through a true organization. This charter is signed on March 24th, 1948 but it is not ratified by the American congress (change of majority meanwhile). Nevertheless the negotiations continue in particular on what had been envisaged by the charter of Havana while wanting to apply GATT temporarily (General Agreements on Tariffs and Trade). GATT had been signed in 1947 and envisaged, while waiting for the validation of the charter of Havana, to be applied.

This abandoned charter will be the starting point with the creation of OMC (World Trade organization).

Principles

In its principle the Charter of Havana was opposed completely to the principles of the free trade of OMC and envisaged an International organization commercial integrated into UNO.
  • Balance of the balance of payments (article 3, article 4)
  • To support the co-operation (article 10)
  • Of the equitable standards of work (article 7)
  • the control of the movements of capital (article 12)
  • Prohibition of the dumping (article 26)
  • Of the guarantees on the basic commodities (article 27)
