Charles Valentine Riley is a American Entomologiste of British origin , born the September 18th 1843 with Chelsea and dead the September 14th 1895 with Washington.
In 1868, eight years after its immigration with the the United States, Riley becomes entomologist of State in the Missouri. In 1876, it directs the federal commission of entomology charged to coordinate the fight against the locusts of the Rocky Mountains ( Melanoplus spretus (Walsh, 1866)) who devastate the States of the Middle West and the west of the United States. This species had been only discovered ten years before by Benjamin daN Walsh (1808-1869).
Success against this vermin is such as Riley is then engaged by the ministry for Agriculture in 1878. It organizes then the Entomologie applied to the   United States; ; it will become a model for the other countries of the world, in particular the France. For the first time, the fight against the harmful species is organized with large scales with modern means like the Insecticide S containing Arsenic, of the emulsions of Kérosène, etc
