History of the centers of reinforcement of the canton of Freiburg

In 1965, ECAB equipped the communes with Freiburg, Morat, Bulle, Estavayer-the-Lake, Romont and Châtel-St-Denis of an heavy equipment (truck Magirus ton-pump, truck powder Chevrolet 750 kg or trailer powders 250 kg) in the optics of the creation of Centers of reinforcement whose legal base rests in the Council Regulation of State of December 29th, 1967.

January 1st, 1984, the circle of CR increased with the contribution of the Body of the firemen of Guin which began again since the same date, the ray of intervention of Singine, served hitherto by CR of Freiburg.

In the spirit of the initiators of the constitution of CR, it was a question of laying out, on a regional level, of heavy means ready to intervene immediately at the time of important disasters exceeding the possibilities of action and the means of the local body. It is seen that the notion of regionalization was already of topicality in the mediums firemen there is more than thirty years!

In October 1983, worthy Magirus 64 " returned in the rang" , yielding the place to current the ton-pump whose power of 260 CV and especially variety of the equipment and the material are highly appreciated men of the Center of reinforcement.

In May 1988, year of the 175e birthday of the foundation of the ECAB, CR of the canton received the new trucks PLW (Powder abbreviation and Light-Toilets) which replaced the trucks powder 750 kg and the trailers 250 kg. These trucks Mercedes 280 CV are equipped with a device of extinction including/understanding a cistern foams of 500 L and two cisterns powders tri-ex of 300 kg each one. The element of extinction is supplemented by a very complete material of Désincarcération and penetration: shears, spacers, jacks, disqueuse, set of thermal lances.

A fulgurating technological progression, related to a civilization of consumption which one has often sorrow to control the overflows, not to speak about excess, involved new needs, more important requirements. Conscious of this new situation, the Council of State, by Decree of December 15th, 1987, instituted on the cantonal territory an defense organization against pollution of all natures: hydrocarbons, chemical or radioactive. This instrument was accompanied, in November 1990, of the handing-over of three trucks Mercedes 200 CV for CR of Bulle, Freiburg and Morat, with 3 tents with multiple goals and all their accessories, and of four trailers for CR of Châtel-St-Denis, Düdingen, Estavayer-the-Lake and Romont.

Consequently occasion, a new distribution was made in the rays of intervention of CR of which three were indicated like Centres of chemical intervention:

Bubble (southern of the canton):

Freiburg (center of the canton):

Murten (northern of the canton):

According to the concept of intervention established on this occasion, the uniformity of the average assets for the whole of the Centers of reinforcement must allow the reciprocal mutual aid, even in particularly delicate situations. What is it today, more than thirty years after the setting-up of the Centers of reinforcement? A first report makes it possible to affirm that the objective remains identical, even if the evolution in the field of constructions, the multiplication of the transportation routes and the transport of the dangereous goods because of rail or road imposed new responsibilities on the Centers for reinforcement of the canton.

Within the service of the fire of Châtel-St-Denis, it is to the people being incorporated in the service of stake of the center of reinforcement that is reserved the role to function like centers reinforcement for the district of Veveyse on the level Feu and road Secours as well as the highway interventions direction Bulle and Vevey.

At the chemical level we intervene only in protection, and we depend on the chemical center of reinforcement of Bubble. As for the Radioprotection (protection against ionizing radiations) it is in the center of reinforcement of the town of Freiburg that we address ourselves. Our service of Châtel-St-Denis also intervenes at the time of interventions Hydrocarbure.

The manpower incorporated in the center of reinforcement is of 70 people for a total of approximately 100 men and women (variable during the year) built-in. In this manpower are included/understood the officers, the warrant officers and the sappers.

Ton-pump CAFS

This system allows a faster extinction with less water. Indeed, this innovative system combining water, foam and the compressed air is particularly adapted to fires of apartment and makes it possible to limit the damage by a great effectiveness of extinction and a strong reduction of water. Thus, it preserves the environment and reduces the damage.
