Center hiding

A center of hiding or center of technical hiding (THIS) is a discharge conceived for the storage of ultimate waste without generating Pollution of the Environnement.

In France, the concept of technical center of hiding (THIS) and the regulations of exploitation are defined in accordance with the ministerial circular of March 11th, 1987. This circular is repealed by the ministerial decree of September 9th, 1997.

It is about an installation classified for the environmental protection (ICPE) subjected to authorization.

Structure

The center of storage is a whole of racks dug in the ground and sealed off by a Géomembrane where waste is poured. The full racks are covered by a tight material and a system of drainage of the Lixiviat S and of collecting of the Biogaz is created. In the worst case, biogas is eliminated by a Torchère in order to avoid the rejection of the Méthane in the air. At best, biogas is developed in heat or electricity.

The site is closed by a fence and must be equipped at the entry with a Pont-bascule and a Portique of detection of the Radioactivité.

Classification

The centers of hiding can take various names:

  • one THIS is in France and Belgium a Technical Center of Hiding.

  • a CSDU is a Center of Storage of Ultimate Waste (term which replaces that of THIS).
  • a CSDMA: Center Storage of Household waste and Assimilés.
  • a ISDND: Installation of Storage of NonDangerous Waste (according to the last modification of the ministerial decree of September 9th, 1997 modified on January 19th, 2006).

There exists in France three types of THIS:

THIS 1 (or of class 1): intended to accommodate dangerous waste. Discharge in these centers is preceded by analysis of waste to pour.

THIS 2 (or of class 2): who receive the household refuse and waste compared to those (reliefs of meal of restaurants…)

THIS 3 (or of class 3): who receive the inert Déchets: grounds, rubble, crushed concrete, etc
