By-election
A by-election is a special election which proceeds in only one political district when a deputy resigned and must be replaced.
The voter turnout is usually less low at the time of a by-election. The bys-election are often necessary to make it possible to the politician to reach the ministerial cabinet.
The strategic importance of these elections increases when they make it possible to grant the Balance of the capacity or the official statute of party to the members of the Opposition. The governments of John Major and James Callaghan became minority by losing a too great number of bys-election.
