Business of the government contracts of Ile-de-France
The business of the government contracts of Ile-de-France or Affaire of the faked markets of the colleges of Ile-de-France is a file emblematic of the drifts of the financing of the political parties in the years 1990.
This French politico-financial Affaire relates to the financing by the markets of construction and maintenance of the colleges of the great French political parties: RPR, PR, PS, PCF, organized in Trust. Only the Greens and FN did not take part in this diversion. The amounts diverted with the expenses of the taxpayer francilien are assembled to several tens of million euros (300 to 600 franc million), that is to say 2% of the amount of the contracts.
The restoration of the colleges of Ile-de-France
Charged with the colleges since the first laws of decentralization, the district council directed by the RPR and whose president was Michel Giraud engaged, between 1988 and 1997, 24 billion francs of renovation works, extension and construction in 471 establishments, it was taken 2 % of “occult commissions” that these great parties were divided, in proportion to their representation at the regional assembly (0,8% for the left and 1,2% for the line).
According to the charge, the companies which were seen allotting markets of construction of the colleges of Ile-de-France were to transfer 2% their amounts with the parties: RPR, PS, Republican party. The largest share (1,2%) of the " racket" returned to the RPR, then directed by Jacques Chirac, assisted by Michel Roussin.
In five years, for the only period ranging between 1990 and 1995, RPR will receive 53 franc million, the PS arrives in second position, with 46,7 million, follow-up of the Republican party (32,6 million) and PCF (21 million). Maybe, on the whole, a little more than 150 franc million were poured by the great groups: Bouygues, Eiffage, Spie Batignolles, General Suez and of water.

Voyages of Jacques Chirac
One of the shutters of this file relates to the paid voyages in cash with Jacques Chirac (Affaire of the plane tickets of Jacques Chirac). Justice suspects that cash having been used to regulate the plane tickets (for an amount of 336.210,00 €) can come from payments in cash of the occult commissions poured by the companies of BTP assignees of the Government contracts, which would be a Abuse of corporate asset.
Jacques Chirac affirms that this sum, which does not appear in its declaration of Patrimoine, comes from the special Fonds preserved when it was Prime Minister. No bond could be established between these species and the money of the corruption of the markets of Ile-de-France.
According to the Prosecutor Jean-Pierre Dintilhac, nothing was opposed to a hearing of Jacques Chirac like Assisted witness in this business. However, by a judgment of the Court of appeal, the courts cannot examine the investigations carried out on the voyages paid in cash by Jacques Chirac for several million francs, which had justified in 2001 the interrogation by the examining magistrates of several close relations of the Head of the State, of which his/her girl Claude Chirac.

Inquire and instruction
The business was informed by the Juge Armand Riberolles starting from 1997.
December 1st 2000, Michel Roussin, old Minister RPR and old directing of the cabinet of Jacques Chirac to the Town hall of Paris, is imprisoned, while Louise-Yvonne Casetta, semi-official ex-trésorière of RPR, is Mise in examination. Michel Roussin is released under Caution and is placed in freedom under judicial control the December 5th 2000. Judge Armand Riberolles returned Michel Roussin and 46 people in front of the Magistrates' court.
February 11th 2004, the dismissal order in front of the court of 47 defendants was signed by the judge Armand Riberolles. In its ordinance, Jacques Chirac is evoked on several occasions, but the judge cannot continue the president of the republic which is protected by its immunité.
Lawsuit into correctional
About fifty people were returned in front of the magistrates' court of Paris. The lawsuit in first authority finished Wednesday October 26th 2005. The court condemned 43 defendants, of which 14 appealed.

Michel Giraud was condemned to 4 one-year suspended sentences and 80 000 euros of fine. To note that the parquet floor had required one year of prison closes against him. This sorrow included a deprivation of the civic, civil drois and of family throughout one five year.

Michel Roussin, recognized guilty of complicity and concealment of corruption, was condemned to 4 one-year suspended sentences and a fine of 50 000 euros.

Guy Drut, appointed UMP, Olympic champion of 110 meters hurdles in 1976 and RPR minister of sport of 1995 to 1997, was condemned to 15 month of suspended sentence and 50.000 euros of fine for a fictional job. Guy Drut was amnestied in May 2006 by president Jacques Chirac. Its police records thus bleached, Guy Drut could keep his seat of member of the International Olympic committee (CIO) and them advantages and emoluments of this function.

Jean-François Donzel, elected dissenting ecologist of Generation ecology, was condemned to one year of prison firm (three years of prison including two with deferment).

Appeal
Eleven people appear in an appeal starting from October 17th, 2006. As a large majority, condemned gave up appealing, like the former president of the district council Michel Giraud, the ex-treasurer of the Republican party Jean-Pierre Thomas and Gerard Peybernès, former president of the national association of financing of the PS.
The lawsuit must be spread out over five weeks, until November 22nd, 2006, at a rate of two days of audience per week on average.
The audience of call occurs after the nomination by Jacques Chirac on September 13rd, 2006 of one of its former advisers, Laurent Mesle, at the station of Public prosecutor of Paris. This magistrate will not be physically present at the audience but will be in position to dictate the requisitions with the magistrate in charge of the lawsuit.
February 27th, 2007, the Court of Appeal of Paris confirmed the marked judgments in October 2005 by the Court of Bankruptcy of Paris against officers of the company Bouygues Bâtiment, CBC Ile-de-France, Dumez Ile-de-France, Fougerolle, engine (Large Work of Marseilles), Northern France, SAEP, SCGPM and SPIE. Michel Roussin was condemned in call to four one-year suspended sentences, 80.000 euros of fine and four years of ineligibility for " complicity of corruption".
The Council of competition
In May 2007, the Council of competition imposed a fine of 47,3 million euros to 12 companies within the framework of the file concerning this illicit agreement.
