Budget surplus
A budgetary Excédent is a situation in which a non-profit making company with receipts higher than the expenditure.
This situation cannot be found in a lucrative organization with the purpose: such an organization indeed would do nothing but note a Bénéfice.
It is in practice a rare situation, which the non-profit making companies seek to avoid (without what one could put the question of the reality of this quality).
The case of the public power (State or of a local government) is particular.
In France, public agencies (except the State!) have the obligation to present balanced budgets. In the other country of the comparable obligations exist, since it is extremely rare that monetary creation is authorized. In practice, these organizations are thus always debtor, a positive difference between the receipts and the expenditure (compared to the forecasts) resulting only in one acceleration of the expenditure (it is rare that one does not find an expenditure new for the " cagnotte") or, possibly, by a less recourse to the loan. The Dette can then decrease.
