The phytopharmacological produced are defined by the Directive 91/414/CEE like the active substances and the preparations containing one or more active substances which are presented in the form in which they are delivered to the user and which are intended for:

to protect the plants or the crop products against all the harmful organizations or to prevent their action, in so far as these substances or preparations are not differently defined below;

to exert an action on the vital processes of the plants, in so far as they are not nutritive substances (for example, growth regulators);

to ensure the conservation of the crop products, in so far as these substances or products are not the subject of specific measures of the Council or the Commission concerning the preservatives;

to destroy the undesirable plants
-
to destroy the parts of plants, to slow down or prevent an undesirable growth of the plants.
In the French right, the decree n° 94-359 of May 5th, 1994 relating to the control of the phytopharmacological products gives the same definition, but by envisaging the possibility of having in the future of the phytopharmacological products containing of GMO. The precise text is “ Within the meaning of the present decree, one understands by phytopharmacological product, the substances, the preparations containing one or more active substances and the products made up in whole or part of genetically modified organizations presented in the form in which they are delivered to the user, intended for… ”.

The terms of Pesticide, Produces plant health, Produit agropharmaceutic, Plant protection product, Produit crop protection are also frequently employed in practice in a direction close to phytopharmacological products.In Europe, the phytopharmacological produced are defined by the Community directive 91/414/CEE of July 15th, 1991 and by decree 94-359 of May 5th, 1994.
According to this approach, the terms of Pesticide, Produces plant health, Produit agropharmaceutic, Plant protection product, Produit crop protection, do not profit from a lawful definition.
The pest-destroying term of Produit against the enemies of the cultures is the subject of a definition in the French rural Code. It includes the concept of product phytopharmacological, as well as the Adjuvant S and the disinfecting agricultural.

France, second worldwide market
With more than 100.000 tons of produced formulated consumed on average each year, the France is located at the second world rank, behind the the United States. This positioning is coherent compared to the place of French agriculture in the world.
In a more precise way, one distinguishes three large dies from use of the phytopharmacological products in France:

the traditional agricultural use: 107.000 tons are on average consumed annually under this use.

the use by the gardeners amateurs.
-
the use within the framework of the die “green areas”.
These two last activities represented the consumption of 1.500 tons in 2000.
Distribution of consumption
Consumption in formulated produced tons of in the agricultural sector is distributed by families of products in the following way:

The family of products used as a majority in agriculture is that of the Fongicide S, followed by the Herbicide S. the Insecticide S account for 3 to 4% of consumed annual volume.
The annual variations are explained by agronomic factors (climate, pressure of the ravageurs) but also tax (incidence of the general Taxe on the polluting activities in 2000, which led to a storage of products in 1999).
