Brigade of firemen of Paris
The Brigade of firemen of Paris ( BSPP ) is a unit of the genius of the Army French provision of the Prefect of police (ministry for the Interior, it is a military formation of Civil security). It is in charge of the missions reserved for the Sapeurs-pompiers, mainly:
- Fire control;
- Prevention;
- Help with anybody;
- Rescue.
The BSPP also ensures by convention the protection of specific sites external with its sector of jurisdiction ratione loci. They are specialized companies of fire. They each one are ordered by a captain (EU, specialized basic units):
- bases aerospace Kourou (Guyana) EU KOUROU (creation 1969) ordered by the captain Emmanuel Vial (2006);
- Center of Tests of Launching of Missiles CELM (general delegation for the armament) of Biscarrosse EU BISCARROSSE (creation 1966) ordered by the captain Raphaël Rock (2005);
- site of extraction and treatment of the Natural gas to Lacq - Artix EU LACQ-ARTIX (creation 1963) ordered by the captain Steve Azzopardi (2004).
The BSPP included/understood: 7412 firemen in 2005, including 306 officers: 1359 warrant officers and: 5747 soldiers of the row, is approximately 114 firemen for: 100000 inhabitants. The national average is of 382 firemen for: 100000 inhabitants, but the covered zone by the BSPP is very small and thus allows short times of interventions with a reduced manpower: one counts 9,2 firemen per km ² in zone BSPP, against 0,34 on average in France. With: 7412 firemen, the BSPP is the second service of firemen in the world behind New York (: 16000) and in front of London (less: 7000).
The annual Budget was of 323,7 million euros in 2005, including 78,2% of balances (remuneration and social contributions), 10,5% of material, 8,8% of real investment and 2,5% of rents and loads. The contributors with this budget are the departments (29%), the town of Paris (26%), the ministry for the Interior (24%) and the other communes (21%).
History
In 1793 was founded the Corps of the guard-pumps of the town of Paris .
Following fire of embassy of Austria into 1810 (sinister which lasted 23 hours), Napoleon i transformed this body into military formation by imperial decree. It became the Bataillon of firemen of Paris , the September 18th 1811, then the Régiment of firemen of Paris in 1867. It took the name of Brigade of firemen of Paris on March 1st 1967.
Operational organization
The BSPP includes/understands 81 barracks including 77 help centres, and is organized in three groupings of fire:
- first grouping of fire: The North-East of Paris and Seine-Saint-Denis (the headquarters is established with Montmartre). This grouping counted in 2005: 1792 firemen.
- second grouping of fire: South-east of Paris and the Valley-of-Marne (PC Masséna, XIIIe district). This grouping counted in 2005: 1807 firemen.
- third grouping of fire: West of Paris and Hauts-de-Seine (PC Courbevoie - Defense). This grouping counts a little less: 2000 firemen.
Each grouping of fire is composed of eight companies of fire and a medical department. There is also:
- the grouping formation instruction which is divided into two sites:
- the CIR: At the height center instruction of the recruits located of Villeneuve-Saint-Georges (the Valley-of-Marne)
- CFC: Training center of the Executives located at the height of Briche Holy Denis (Seine-Saint-Denis)
- the grouping of the services, which includes/understands six companies: company district-general, company out-row, company of the services as well as the three specialized basic units (Lacq-Artix, Biscarrosse and Kourou).

Selection and instruction
For the personnel intervening (“privates”), it is of five years an initial engagement or about a voluntariate (VDAT) one year renewable. It is necessary to be of Nationalité French, old between 18 and 25 years, to have a virgin Police records and to be titular at least of a BEPC. The selection comprises three days of sporting tests, psychomotor tests, maintenance of motivation as well as a medical visit.
The instruction is done with the Grouping Formation Instruction (GFI), at the height of Villeneuve-Saint-Georges. The first period proceeds over two months, with the formation in Secourisme (CFAPSE, modules specific), and the military formation basic (for example the shooting).
Then, the sapper makes a four months training course in company of fire where it ensures of the interventions of help victim (VSAV) and of the various operations. He benefits from this phase to improve and prepare the continuation of his formation.
The sapper returns to the Grouping Formation Instruction for his formation sets fire to and two months rescue. He turns over then in his company of assignment and can then take part in all the types of interventions.
Since March 2005, the Brigade is equipped with a section of Jeunes sappers firemen. This formation lasts two years. It is opened to the young people Franciliens (75, 92,93,94) being 14 years minimum and 16 years old maximum. A good sporting level is necessary. The patent of JSP sanctions this formation. With the program of the instruction there is sport, operations sets fire to, of the first aid, the civics and reserve training. The formation is made up 60 Saturdays afternoon over two years (either 30 per annum). To make application form, one can go on the site of the firemen of Paris, heading “juniors by the BSPP”.
Interventions
The BSPP realizes approximately: 1171 interventions per day. In 2005:
- 1st grouping of fire: : 159136 interventions of which: 10289 fires;
- 2nd grouping of fire: : 128419 interventions of which: 5532 fires;
- 3rd grouping of fire: : 139948 interventions of which: 4838 fires.
- per day: 19 interventions for: 100000 inhabitants;
- per annum: : 7300 interventions for: 100000 inhabitants (against: 6000 interventions per capita on all France), including 331 fires for: 100000 inhabitants;
- by fireman: 64 interventions per annum (against 16 in France). These figures are to be relativized, owing to the fact that an intervention requires between three and several tens of people. In addition, manpower take into account administrative staffs, of formation, framing and logistics, which them do not intervene. A sapper in company of fire thus makes actually more interventions.
