The mine of Panguna is closed since 1989 following Sabotage S of the revolutionary Armée with Bougainville, a separatist movement which fights for the independence of the island.

BCL was controlled by CRA Ltd, an Australian firm in its turn controlled by the British firm Rio Tinto Zinc. The Rio Tinto Group holds 53,6% of the actions of BCL; the government of New Guinea-News-Guinea holds of them 19,1%, the remainder pertaining to private shareholders. 95% of the shareholders hold less than 1,000 share each one, indicating a great quantity of very small shareholders (who hold a quarter of the group together).

BCL has nine other mining licenses on Bougainville, which remain under moratorium.
