Into France, the public office of State, i.e. the whole of the Civil servant S working in the administrations and administrative public agencies with character of the State, is divided into body correspondent with statutes, attributions and grids of pay precis. These bodies themselves are divided into Grade S or classes.

Thus, the body of the professors of the universities is divided into three classes: one second class, a first class, and an exceptional class (“except class”).

The hospital public office is also divided into body. The same applies to the public office of the Mairie of Paris, in spite of its assimilation with the territorial public function.

Description

The particular status of each body is established by Décret in Council of State even if certain guarantees or on the contrary certain obligations specific to certain bodies raise of legislative provisions .

The civils servant of the State are divided into a great number of bodies. This dispersion is presented like one of the causes of the difficulty of modernizing the public office.

Recent evolutions

However, these last years, various bodies were removed by the Government, according to two methods, fusion or the “extinction”.

Fusion of body

The first method (fusion) consists in transferring, within a short time, the civils servant of a body in another, by laying down the methods of their reclassification (to maintain or increase their remuneation).

Several formulas were used to facilitate this fusion:

  • creation of bodies common to the concerning Central administration and the decentralized services the same ministry;
  • creation of interdepartmental bodies with statute instead of distinct bodies by ministry for similar trades;
  • within the category C especially, fusion of the bodies of various levels, generally by n the other hand increasing the number of ranks inside the body.

Extinction of body

The other method is to put the body “in extinction”: is not carried out any more to any recruitment of civil servant in the old body but the civils servant who formed part of it remain there until they leave it for one of the usual causes, and in particular by departure with the retirement. A known case of setting in extinction of a body is that of the teachers.

Change of body

A civil servant has vocation to evolve/move within his own body.

He can however have to change body:

  • by making a success of a external contest or intern
  • by obtaining a detachment in another body (it concerns temporarily two different bodies then) and while being made establish in the new body says “body of reception”
  • while being promoted directly in a higher body (such a possibility is generally granted only to the civils servant having reached a given seniority and an age)
  • at the time of a reorganization or of a fusion of body.
