Black-market

A black-market is a bearing Marché clandestine on authorized goods, which are in addition treated in an official gone . It is related with the Contrebande: in both cases, the lawful and tax restrictions of the capacity in place reach such a level that some (and even often great majority) find useful and profitable to circumvent them. In both cases, the illegal goods (drugs, Concealment, hazardous substances…) are not far, and the Corruption is spread.

The black-markets appear in period of shortage. Spontaneously, the prices then become very high and, literally, “abnormal”. In general, the political power intervenes to block the prices and to organize special circuits of distributions (Rationnement), which pushes the salesmen to seek a more lucrative outlet: the black-market. It will be noted that, even in the absence of such an intervention, the salesmen do not need more to post themselves publicly, and that becomes even risky for them; however, this situation of black-market is not qualified: the operators do not run same the risks (legal) and do not need to join other illegal activities. The black-market is always related to the action of the capacity.

A black-market generally concerns an open secret : everyone knows that there exists, everyone feeds it (either as purchaser, or as salesman). A fraction of the goods planned for the official market is always diverted towards the black-market, with internal complicities often with high level; that increases the shortage and raises the prices to the black-market, for the greatest profit of the organizers.
