Four States bear the official name of the Commonwealth: the Kentucky, the Massachusetts, the Pennsylvania and the Virginia.

In the United States, sovereignty is exerted at the same time by the federal government and each of the 50 governments of State. An American (or a States-Unien according to an economic vocabulary, rather rare) is at the same time citizen of the United States and citizen of the State where it has his residence. On the other hand, the citizenship of State is a rather flexible thing and no legal procedure is necessary, except rare exceptions, to change its residence of a State to another. The Americans are aware to belong to the same nation, in spite of the diversity of the areas.

The Constitution of the United States allots the respective capacities of the two levels of governments by using general terms. The general idea being that by ratifying the Constitution (or while adhering to the Union), each State accepts:

  1. to transfer certain attributes from sovereignty to the federal government (for example, to create currency);
  2. to share certain capacities with the federal government (for example right to create and maintain a militia) and
  3. to keep certain capacities on the level of the local State (for example to legislate on the exercise of the right or medicine).

The capacities relating to health, education, transport, the municipal right and the management of the infrastructures generally concern the level of the local State. Let us note that the capacities transferred, shared or selected locally are the same one for all the Member States of the Union.

The American federate States have their own tax resources, of legislative powers and wide executives. The laws in force are consequently very variable from one State to another. Great differences in size and demographic weight make often difficult the comparison between the States: the California is 70 times more populated than the Montana. The Alaska is 9 times larger than the Florida.
