Belgian consortium for the emergencies

The Belgian Consortium for the emergencies is created at the end of the years 1970 following a famine in Somalia. Six Belgian Governmental organizations active in the fields of the co-operation and emergency aid decide to be linked to act each one according to its specificity for a better effectiveness on the ground in the emergencies, like for a greater visibility at the time of the campaigns of harvests of funds in Belgium. The amounts of the gifts are distributed between the organizations according to their capacities. Each one of them preserves its autonomy in its other sphere of activities.

Actions

The Consortium then intervened in a series of major humanitarian crises:

  • the war in Afghanistan (2001-2002)
  • the volcanic eruption with Gummed (2002)

Action Tsunami 12-12

Following the Earthquake of December 26th, 2004, in the middle of the Indian Ocean and with the strong current of marrée which will touch the coasts, a great number of victims are found without resources, the needs for assistances and of rebuilding are immense. The press coverage is without precedent, the agitation caused by violence and the suddenness of the catastrophe as partly by the presence in certain areas touched Western tourists is important. The consortium launches the operation Tsunami 12-12 (12-12 being last figures of the account number preceded by 8 zeros) the most important action of basic harvest ever organized in Belgium. The gifts of private individuals will reach 53 million euros, the notoriety of the consortium becomes broader.

Some fear however that this movement of solidarity is made with the detriment crises médiatisées like those of Africa, where the equivalent of several quiet tsunamis occurs each year.

The importance of the collected sums makes it possible ONG to spread out their assistances over several years to arrive to a durable rebuilding not only of the infrastructures, but also of social fabric.

In November 2005, ten drawn givers with the fate were invited to realize on the spot of completed work thanks to the gifts in order to be able to testify some on their return, in particular at the time of a press conference.

* Indonesia (budget: 6.790.384 €): Drinking water and health facilities, health care, reception of orphans and identification of children, rebuilding of families, child welfare
* Sri Lanka (budget: 6.778.643 €): Drinking water and health facilities, health care, construction and equipment of schools
  • Oxfam Solidarity :

* Sri Lanka (budget: 900.000 €): Drinking water and health facilities, construction of houses, “cash for work”, training of volunteers, help with the Community fishermen, activities
* Aceh (Indonesia) (budget: 750.000 €): Drinking water and health facilities, health care, food intakes, “cash for work”, social services, prevention, housing
* India of the south, Andaman, Nicobar (budget: 400.000 €): Drinking water and health facilities, construction of houses, “cash for work”, sensitizing in health and hygiene, assistance at the small companies
*Dans the whole of the zone (budget: 2.218.000 €): Rebuilding and structural programs
  • Handicap International :

* Maldives (budget: 1.200.000 €): Need assessment for the handicapped people, supply of material, readjustment at Community base, support for the local organizations of assistance to the handicapped people
* Sri Lanka (budget: 500.000 €): Care of the patients and wounded, transfer of knowledge in physical revalidation, collaboration with the complete social integration of the handicapped people
* Indonesia (budget: 1.700.000 €): Helps with the orthopedic structures of care and health, transfer of knowledge in physical revalidation, assistance with the refugees and handicapped people, implication of the people handicapped in the process of rebuilding
  • Caritas :

* Sri Lanka (budget: 2.500.000 €): constructions of houses, “cash for work”, teaching
* Aceh (Indonesia) (budget: 100.000 €): Drinking water and health facilities, health care, food intakes, clothing and kits of hygiene, psychological support, construction of houses, repair of the infrastructures, lesson and orphanages, projects of generation of incomes
* Thailand (budget: 50.000 €): identification postmortem and clearing, medical care, food intakes, clothing and kits of hygiene, psychological support, construction of houses, help with the fishermen, teaching and rebuilding and equipment of school
* India (budget: 2.500.000 €): Drinking water and health facilities, health care, repair of the infrastructures, rebuilding of houses, equipment of fishing, projects of generation of incomes
  • Red Cross :

* Sri Lanka (budget: 6.890.000 €): Clearing and cleaning, construction of houses and “cash for housing”, psychological care, medical device
* Indonesia (budget: 1.005.000 €): Construction of fishing vessels
  • Grinds Kruis :

* Sri Lanka (budget: 6.375.800 €): emergency material, construction of houses, re-establishment of the medical infrastructure, development of the capacities of the local Red Cross, health care
* Indonesia (budget: 2.723.233 €): Construction of houses, emergency material, drinking water and health facilities, re-establishment of the medical infrastructure

Pakistan action

October 8th, 2005 a terrible earthquake strikes the Pakistani cashmere, very close to Muzaffarabad, with a force of 7,6 the scale of Richter and keep silent 75.000 people, makes several tens of thousands from wounded and nearly 3.000.000 of without shelters. 10 years of work will be necessary to repair the destruction.

In collaboration with the local actors and international, the consortium takes part in the assumption of responsibility of hundreds of casualties, in vaccinations, the supply of tents, covers, material of help and school material, with the drinkable water provision and of medical like with the installation of health systems and the formation of volunteers to the assumption of responsibility of the many people handicapped or paralyzed following the seism.

Adhesion of Doctors of World-Belgium

Official statement: At the time of its Extraordinary general assembly of this Tuesday, April 18, 2006, the Belgian Consortium for the Emergencies asbl approved the adhesion of Doctors of the Belgium World. While integrating the Consortium, Médecins of the World brings his medical expertise to the active Belgian regrouping at the time of the humane catastrophes of great scale. Doctors of the World has an international experiment indeed of more than 25 years of humane intervention in the medical field. Just like the 4 other members of the Consortium, Médecins of the World belongs to a global area network allowing an effective and fast help everywhere in the world thanks to dedicated services in emergency aid. On the ground, Médecins of the World works already regularly in collaboration with the other organizations members of the Consortium, via the local antennas or the international structures.
