Bedier business

The business Delfau (or Business Bedier ) is a French politico-financial business.

Protagonists

  • Pierre Bedier is appointed (UMP) Yvelines, current president UMP of the General advice of Yvelines. He was mayor of Mantes-the-Pretty of 1995 to 2002. Ex-secretary of State to the real estate schemes of the justice ( sic ) of the Government Raffarin, it was constrained with the resignation in January 2004 after his setting in examination. Pierre Bedier was condemned in first authority to 18 months of suspended sentence, 50.000 euros of fine and three years of ineligibility for " concealment of Abuse of corporate asset " and " Corruption passivates ". It supports Emmanuel Lamy with the municipal elections of St Germain-in-Bush hammer in March 2008 (declaration October 2007).

  • Gilles Forray is general adviser UMP of Yvelines, first assistant of the mayor of Poissy, Jacques Masdeu-Arus. Gilles Forray, reached of multiple sclerosis, tried to commit suicide before her first hearing.

  • Michel Delfau, deceased in 2005, had specialized companies in industrial cleaning and guarding. It would have used the bank cards of its companies at personal ends. Michel Delfau died in July 2005 of the continuations of a cancer.

  • Aloka Delfau is the ex-wife of Michel Delfau (since August 2000). She alerted justice on December 17th, 2001 by a mail.

  • Chantal Guéroult is the partner of Gilles Forray. Chantal Guéroult died in the night from September 7th to 8th 2003 during her setting in examination whereas it was transferred to the law courts.

The business

Pierre Bedier, Jacques Masdeu-Arus, and Gilles Forray is suspected of having received envelopes (of an amount of: 300000 francs per annum, according to the charge) of the hands of Michel Delfau, owner of the company of cleaning AINETT, cumulating the government contracts in their communes. These elected officials deny firmly very given of species.

Michel Delfau, owner of a company of cleaning deceased today, poured with the three men of important sums in liquid in exchange of the attribution of regular government contracts. Delfau thus profited from all the markets of cleaning of the towns of Poissy and Mantes-the-Pretty starting from the election of Jacques Masdeu-Arus and Pierre Bedier at their head, respectively in 1983 and 1995.

The investigation showed that Michel Delfau withdrew 1,3 franc million between 1998 and 2001 in liquid, sometimes before meeting an elected official. Certain forms of withdrawal comprise the initial suspect ones: PB, JMA and GF.

Liquid

The investigation was centered on sums given in liquid and of which the use does not leave any trâce. The enquéteurs have aini peeled the bank accounts of the family of Pierre Bedier and noted that the withdrawals of species decreased after the appointments with Michel Delfau. Thus, at the time of its indictment, the procureure Marie-Christine Daubigney notes it: " In June 2001, you withdrew 2.000 francs for all the month, and, in September of the same year, 500 francs to provide for the needs for four children and two adultes". On the other hand, she does not doubt testimonys with load against Mr. Bedier: " They are precise and concordants."

Lawsuit in first authority

  • the lawsuit opened on September 25th, 2006 in front of the magistrates' court of Paris.

  • on October 24th, 2006, at the end of a three hours indictment, the procureure Marie-Christine Daubigney asked for 18 months of suspended sentence, 80.000 euros of fine, together with a sorrow complementary to three years of deprivation of civic rights, against Pierre Bedier. It also required two years with deferment, 200.000 euros of fine and five years of deprivation of civic rights against Jacques Masdeu-Arus; three years with deferment, 150.000 euros of fine and five years of deprivation of civic rights against Gilles Forray, and ten months with deferment and 50.000 euros of fine against Jean-Pierre Pécriaux.

  • on December 12th, 2006, Pierre Bedier was condemned to 18 months of suspended sentence, 50.000 euros of fine and three years of ineligibility for passive corruption and concealment of abuse of corporate asset. The UMP deputy and mayor of Poissy Jacques Masdeu-Arus was condemned to two one-year suspended sentences and 150.000 euros of fine, five years of deprivation of civil rights and 10 years of ineligibility. Its first assistant, Gilles Forray, president of the board of appeals of offer of the town of Poissy, were condemned to him to three years with deferment, 150.000 euros of fine and five years of deprivation of civil rights. All three called upon this judgment. Pierre Bedier and Jacques Masdeu-Arus remain invested by the UMP for the legislative elections in 2007.

Flights of seals to the financial pole

Seals of the Bedier business disappeared in the buildings from the financial pole from Paris. The disappearance of this paperboard of seals which was in a part made safe with the financial pole of Paris was noted during the preparation of the lawsuit of Pierre Bedier who took place in September 2006.

Two inspectors of the General inspection of the legal services (IGSJ) and two others of the inspection of the Clerc's Offices were in charge of an investigation.
