The balance of the powers (translation of balances power off) is a central concept of the realistic theory . In a system of balance of the power, the States choose to line up with dimensions more extremely ( Bandwagoning ) or try to balance this one while being united ( Balancing ).

The balance of the powers indicates the right balance being formed when several national powers, more or less equal, enter in competition. This competition prevents a power from taking the top on another.

The Cold war is an example of balance of the powers; the the United States and the the USSR have during more than forty years be more or less in competition on several fields. The actions of the one thwarted those of the other.

For certain observers like Hubert Védrine, with the disappearance of their rival, the United States passed from the statute of Superpuissance to that of hyperpuissance.
