Balance capacity
See also: Balance
In the political federations, the balance of power is the possibility for a party which has few elected officials to make lean the result of a vote in its favor at the time there is a Minority government.
For the House of Commons of Canada, when there is an opposition between the Conservative party of Canada (125 deputies) and the Liberal party of Canada (102 deputies), it is necessary to have at least 23 deputies to have the balance of power while making it possible a side to gain. This balance is currently held by the Nouveau Democratic party (29 deputies). The similar notion of Balance off power (balance of the powers) is used in Théorie of the international relations.
