Azouz Begag
Azouz Begag (born the February 5th 1957 with Lyon, the Rhone) is a Politician, Enquiring writer and French in economy and Sociologie with CNRS.
He was deputy secretary with the promotion of the equal opportunity of the June 2nd 2005 with the April 5th 2007 under the Gouvernement Dominique de Villepin.
Biography
Azouz Begag was born with Lyon in 1957 from Messaouda and Bouzid Begag. His/her parents are originating in Algérie, ex-workmen agricultural with Sétif and emigrated in France in 1949. Azouz Begag is the father of two girls.
It passes part of its childhood, up to ten years, in a Bidonville of Villeurbanne, near Lyon.
Entered with the Saint-Exupéry college of the Cross-Russet-red in 1967, it will move two years later, with its family, in HLM in the city of Duchère in Lyon. The Azouz child dreams to become “president like Nasser”.
Azouz Begag, then of Algerian nationality, does not carry out its national service and integrates in 1984, the Laboratory of economics of the transport of the Université Lyon 2 where it will specialize in the sociology of transport, while working primarily on “the difficulties of the young people of Maghrebian origin”.
It will confirm its choice of Algerian nationality in 1986. Agnostic, Azouz Begag respects nevertheless the Ramadan.
Azouz Begag obtains a doctorate in economy at the university Lyon 2 on the topic " The Immigrant and his ville". It combines then functions of researcher with CNRS and the Maison of social sciences and human of Lyon since 1980, and of teacher to the central École of Lyon. Its work of researcher concerns largely the mobility of the populations immigrant in urban spaces. It is visiting professor (invited professor) with the Université Cornell during one university season, responsible for a semi-annual course on immigrations in Western Europe. It is since 2000 member of the laboratory “Spaces and culture” (Paris-4 - CNRS).
In 1987, it makes the request to obtain the French nationality which it obtains in 1989.
He is member of the Economic and Social Council in 2004, under the personalities qualified in the economic domain, social, scientific or cultural, indicated on a proposal from the Prime Minister (2004 - 2005) after a mission on the equal opportunity (May 2004).
June 2nd 2005 with the April 5th 2007, he is deputy secretary near the Prime Minister, in charge of the Promotion of the equal opportunity, in the Gouvernement Dominique de Villepin.
He is the author of more than 20 books, of which several novels taking as a starting point its childhood like Gone of Chaâba or the homage paid to his/her father in the book the Hammer spade-heart . The title of the first quoted is a revealing pun of its interest for the cultural interbreeding. It is indeed about a mixture between a term of the Lyons dialect, language of its area of birth and an Algerian term meaning tribe.
He is also lyric writer of songs and the scenario writer of the film Camping with the farm where he exposes his vision of multi-ethnic France which mixes with naturally multicultural France historically and, that it is from his construction even and the richness of his languages and cultures regional or from the migratory waves that it accommodated successfully before. The mixture of these three levels of French cultural richnesses is often treated in its work.
In October 2007, Azouz Begag will be the president of the 18th International festival of geography (FIG) of the Saint-Dié-of-Vosges.
Political life and ministerial experiment
Azouz Begag crosses Jacques Chirac in 1995 and discusses with him, with Vaulx-in-Vellum, at the time of a roundtable on “the evil of the suburbs “, a subject which the president then intended to better include/understand two weeks after death, in region of Lion, of the Algerian islamist terrorist Khaled Kelkal.
Guest on several occasions with the Matignon hotel by Alain Juppe with lunching, in company of Philippe Sollers or Alain Touraine, Azouz Begag expresses the ambition to be candidate under the RPR to become “the first representative of the suburbs to the National Assembly”. Matignon gives its downstream in 1997, but the Lyons line renâcle and will designate a town councilor, Marc Fraysse. Azouz Begag announces its candidature then as “various left” at the time of the legislative election which took place the May 25th and June 1st, 1997 in the 2nd district of the Rhone and is found at once marked, by the local left, to be a “submarine of the right-hand side”.
Azouz Begag is withdrawn before the beginning of the poll but, by decision n° 97-2327 of January 29th, 1998 published with the JO/LD Numéro 27 of February 1st, 1998 (page 01641), the Constitutional council decides that “Considering that the account of countryside of Mr. Begag, candidate in the 2nd district of the Rhone, deposited with the prefecture on July 7th, 1997, recalls neither the perceived receipts nor the expenditure engaged by the candidate for his election (...) Mr. Azouz Begag is declared ineligible, pursuant to article LO 128 of the electoral code, for one one year duration starting from January 29th, 1998”.
In 1999, the Communist party will propose to him to be candidate on his list with the European elections but he will refuse, not being in eligible position.
“Militant of the cause of the cities”, Azouz Begag then hopes to be candidate with the municipal elections of 2001 but, again, the local line is wary of him.
Dominique de Villepin, Minister of Interior Department, of which it had made knowledge with the living room of the book of Brive-the-Strapping woman, orders to him in 2004 a report/ratio entitled " The Republic with sky ouvert" . Azouz Begag there draws up a twenty years assessment of policy of integration and presents an inventory of fixtures within the trades of the ministry for the interior. Then he proposes ten measurements of Positive discrimination among which “the adaptation of the methods of recruitment by targeting the young people resulting from visible immigration, of Maghrebian and African origin”. The report/ratio notes thus that “questions drawn from the programs the final general ones obviously handicap the candidates nonresulting from these dies. The second part consists in bringing answers short to various questions carrying especially about the knowledge of the political institutions and legal.
Azouz Begag is also interested in the investigation of morality for the contests, which must supplement the recruitment procedure and notes that if a candidate has friends or his/her partner who are known police services for illicit activities (“frequentation of dealers” in the cities such as it can come out from a report/ratio of the General informations), that can be a reason for rejection of its candidature and proposes to remove this investigation.

Azouz Begag is in the center of a Diplomatic incident between the France and the the United States in October 2005. Although French citizen and minister, holder of a visa diplomatic A1 and of a diplomatic Immunity, it is controlled by the customs authorities states-uniens to the airport of Atlanta for a interrogation that Azouz Begag will describe as thorough. Usual about this kind of worry, Azouz Begag will speak about offense of facies. The incident lasts approximately 15 minutes, the quay of Orsay will intervene and the State Department will present its excuses and will recognize a professional misconduct of the customs.
Azouz Begag gradually entered in open conflict with Nicolas Sarkozy, which calls it Begag video , according to Release . Azouz Begag was regularly taken with party by Brice Hortefeux, a close relation of the President. The conflict becomes extensive, in October 2005 when Azouz Begag reacts against the use of the term “rabble” by Nicolas Sarkozy.
Concerning the French presidential election, it declares in November 2006: “I will vote Dominique de Villepin, even if it were not presented”, before saying, two months later, on January 15th, 2007: “It is Dominique de Villepin and Jacques Chirac which tightened me the hand. (...) Nicolas Sarkozy changed. (...) Me also (...). ”. Finally, on March 13rd, 2007, the shortly after the de Villepin rallying in Sarkozy, he declares that he will not vote for Nicolas Sarkozy and that the candidature of Francois Bayrou is “salutary for the democracy”. He defines his position on March 16th on France 2 while being the Prime Minister for the government to support Francois Bayrou officially, “the only candidate whom can support”, describing as “indecent amalgam” the proposal of Nicolas Sarkozy relating to the creation of a ministry for immigration and national identity.
The April 5th 2007, it resigns of the government for, says he, “to take again his freedom of speech”. The April 11th 2007, Azouz Begag makes appear a new work entitled a sheep in the bath-tub (title which takes again remarks of Nicolas Sarkozy fustigating the practices of certain Moslems). In this book devoted to the policy and the intrigues of Nicolas Sarkozy, Azouz Begag shows Nicolas Sarkozy]] to have insulted it and have threatened. He also explains how, according to him, Dominique de Villepin yielded in front of the candidate of UMP. Nicolas Sarkozy denies these charge and even affirms that it met Azouz Begag forever, whereas photographs, catches in particular at the National Assembly, show the opposite.
In an interview published on April 18th, 2007 in the Spanish daily newspaper El Pais, Azouz Begag shows Nicolas Sarkozy “to insult the Moslems and Arabic”. It also indicates “All the Arabs and all the Blacks (...) hate Sarkozy.
Azouz Begag takes part in the presidential campaign of Francois Bayrou. At the conclusion of the first turn, on April 24th, 2007, he declares on RMC: “I know for whom I will not vote. I will not vote, I will never vote for Nicolas Sarkozy, it is clear”. Questioned on its possible vote for Ségolène Royal on May 6th, 2007, he answers: “Frankly, it is a secret trick. ”
Azouz Begag presents to the French legislative elections of 2007 under the democratic label Mouvement in the Third district of the Rhone, face in particular with Jean-Michel Dubernard (UMP, outgoing) and Jean-Louis Touraine (PS, elected). It is beaten with the 1st turn with 14.74% of the voices and invites to vote " against Jean-Michel Dubernard " at the time of the second round.
Following the forum of the democrats of Seignosse, Azouz Begag is invested to be presented to the local elections of Villeurbanne, city to which he stated to be sentimentally very attached.
However, following the withdrawal of the political life of Anne-Marie Comparini, Azouz Begag stands as a candidate to the democratic nomination for the local elections to Lyon.

In 1989, the novel of its youth appears: Blessed or the private Paradise (Nagel & Kimche, Zurich 2000). It described there, inter alia, the discrimination which part of the not-white population in the middle of the Seventies underwent.
