Ayaz Mütəllibov
Ayaz Niyazi oğlu Mütəllibov (in Azerbaijani, Russian: АязМуталибов, transliterated in Aïaz Moutalibov , the form most often employed, born the May 12th 1938 with Bakou) is a politician Azerbaïdjan board.

Engineer of formation, he is member of the Communist party of the Soviet socialist République (RSS) of Azerbaïdjan, at the time one of the fifteen republics constituting the the USSR. He belongs to a generation of young reforming members of the party who reach the capacity in the USSR in the wake of Mikhaïl Gorbatchev. He thus climbs the levels of the party until becoming the January 27th 1989 president of the council of the popular police chiefs (i.e. Prime Minister, a station relatively subordinate) of the RSS of Azerbaïdjan.
One year later, the tensions between Azerbaijani and Arménie NS around the question of the Haut-Karabagh culminate by pogroms anti-Armenians, in particular in the town of Sumqayıt, which gives a pretext to the Soviet federal army to intervene in Azerbaïdjan and to give of the order. On this occasion, the old guard of the party, incarnated by its former general secretary Heydər Əliyev is évincée, and Ayaz Mütəllibov, which enjoys the confidence of Moscow thanks to its absolute fidelity, becomes the January 24th 1990 first secretary of the Communist party Azerbaijani, which makes of it de facto the number one of this republic.
The May 18th of this year, while remaining chief of the party, he becomes president of the Soviet socialist Republic of Azerbaïdjan, a station created especially for him, thus imitating Mikhaïl Gorbatchev become the first president of the USSR. The November 19th according to, the RSS of Azerbaïdjan takes the official name of Republic of Azerbaïdjan, while remaining member of the USSR. The February 5th 1991, old the Drapeau of independent Azerbaïdjan (1918 - 1920) is restored.
Ayaz Mütəllibov occupies these functions at the time of the Putsch of Moscow against Mikhaïl Gorbatchev the August 19th 1991. It takes the party to support the authors of this putsch, but this one is a failure and sees the triumph of the reforming forces. Like the other leaders of Soviet republics remained faithful to the old mode, there then launch out in an escape ahead in order to preserve the capacity on its territory and to escape possible reprisals or legal proceedings: the August 29th, the Supreme Soviet of Azerbaïdjan votes a “Declaration restoring the official independence of Azerbaïdjan” . The September 8th, it is made re-elect by the vote for all president of the Republic of Azerbaïdjan, in the absence of any opposition which boycotts the poll. The international community will recognize the independence of Azerbaïdjan only after having noted, in Christmas 1991, the formal dissolution of the USSR.
But the days of Ayaz Mütəllibov to the capacity are counted right now. The war with Arménie, larval as long as the two countries belonged to the Soviet Union, turns now to the disaster. The Armenians control from now on most of Haut-Karabagh as well as the territories located between Haut-Karabagh and Arménie. Under the pressure of street demonstrations, Mütəllibov must resign the March 6th 1992. The president of the Parliament Yaqub Məmmədov takes over temporarily the duties. This Parliament, remained faithful, will briefly restore it in its functions the May 14th, but it will be definitively driven out by it the 18. The June 7th according to, the nationalist anticommunist Əbülfəz Elçibəy is elected president of the Republic by the vote for all.
Ayaz Mütəllibov lives since in exile in Russia. It was marked on several occasions by its various successors to foment coups d'etat to return to the capacity.
