Automobile label
The label Automobile is a annual tax on the Véhicule S in circulation, which resulted in the obligation to buy and affix a special tax figurine, or " vignette" , on the Windshield of each subjugated car. (On the normal directions of the word " vignette" , cf the article Label)
The Swiss , the Austria or the Tchéquie (the latter instituting moreover a direct tax on the use of the professional vehicles) make pay an annual label which authorizes circulation on Autoroute.
In France
The automobile label had been installation in 1956 to constitute an own resource to finance the Funds National of solidarity intended to guarantee minimum wages with all the elderly of more than 65 years. Poured with the budget of the State starting from 1973, then transferred to that from the departments in 1984, it was very criticized because it did not finance any more it for what it had been created. It was removed in 2001 for all the particular vehicles, but continuous to exist for the professional vehicles.The amount of the tax, which is proportional to the engine rating of the vehicle (but at the same time decreasing according to the seniority), is fixed since 1984 by the General advice of each department, and its price is thus very variable from one department to another (what was another reason for criticism of this tax, shown not to be equitable).
Certain general advices had recourse to “aggressive” tariff policies to incite the companies which register many vehicles (in particular companies of hiring) to do it in their department. The the Marne, of 1996 with 1999 approximately, fixed a price of the label of half lower than the average of the other departments, attracting very many companies, so much so that the number of registrations in this department was multiplied by five, and the receipts of the label more than were thus doubled there (without counting the increase in the receipts perceived for the establishment of the certificates of registration, which are perceived not by the department, but by the area). The Seine-Maritime since 2002 and the Oise since 2003 made the label free for all the vehicles, and a great number of vehicles of company are currently registered in these departments.
The label indicated in the beginning the document in proof which was delivered after payment of the tax, and starting from 1972 pennies the shape of a macaroon Autocollant mentioning the year, which was to be affixed on the windshield of the vehicle to allow a fast visual monitoring on behalf of the authorities, then by extension the word indicated the tax itself. This document in proof was completely removed in 2001.
