In France, the Association of communes is governed by the legislative and lawful parts General Code of the Territorial collectivities whose article L 5212-1 gives the following definition: “The association of communes is an associating public corporation of inter-commune co-operation of the communes for works or of services of inter-commune interest. ”

It is the most flexible form of the structures of inter-commune Coopération.

One speaks about mixed trade union when it associates communities of different nature, common S and a Communauté of agglomeration or a department, for example, or a public corporation of inter-commune co-operation (EPCI) like a inter-commune center of social action (CIAS).

The associations of communes can exert a or several competences for the account of their members. These competences are generally related to activities in Réseau X, as collection and the treatment of the household refuse, the energy distribution, electronic communications…
