Assistances with the field crops within the framework of the CAP
Within the framework of the common Agricultural policy, assistances with the field crops were founded at the time of the reform of 1992 which aimed at aligning on world rates the European market prices, hitherto guaranteed on a higher level.
The principle of the reform consisted in pouring with the farmers of the “compensatory units” aiming at their level of income n the other hand measurements aiming at previously reducing the surpluses generated by the CAP, namely reduction of the price level guaranteed until gradually aligning them on world rates, and freezing partial of the grounds (introduction of the Jachère imposed).
These measurements applied to the arable field crops, i.e. the Céréale S (corn, Maïs, rye, barley, oats, etc), the Oléagineux (soya, sunflower, Colza, etc), the Protéagineux (peas and field beans, Lupin) and the flax (except flax fibers).
The compensatory units applied according to the surface cultivated independently of the level of real production. The calculation of the premiums to the hectare was decentralized on the level of the States and inside those on the level of the areas, by distinguishing the great groups from cultures. The case of the corn, which has definitely higher outputs, could be treated separately by distinguishing if necessary the cultures in dryness and irrigated. Private individuals treatment were also planned for certain cases like the Scandinavian areas (in the north of the parallel 62e) and the traditional production of durum Wheat in Mediterranean region.
This assistance system with the hectare was repealed by the reform of the CAP of 2003 which founded a single help with the exploitation and the Découplage between the amount of the assistance and the production, together with various conditions (respect of the agricultural Good practices, ecoconditionnality). This reform was implemented gradually in 2005 and 2006. However the Member States have the possibility of maintaining direct aids with the hectare (to a total value of 25% of the total) for the field crops until in 2012.
