Article 21 of the Constitution of the fifth French Republic

The article 21 of the Constitution of the fifth French Republic belongs to the title III, which treats government. It exposes the functions of the Prime Minister, and counts 4 subparagraphs: the first gives a general standard of its functions, the second envisages the possibility of a delegation of its capacities to the Ministre S, and the two last make for it the substitute for the President of the Republic in the event of need, in the various councils and committees, of which the the Council of Ministers. This article is remarkable in what it defines the functions of a Head of government, of a second nobody with the head of the executive , whereas in the majority of the others Constitution S in force in the world, the chief of the government is not explicitly quoted, and its capacities rise from the practice.
