Arthur Gailly
Arthur Gailly , born in Wanfercée-Baulet on March 20th 1892 and died in Charleroi on June 25th 1974 is a trade unionist, Walloon militant and Belgian politician.
He is initially workman in the iron and steel industry and trade-union activist. He becomes communal adviser (1921 - 1934), then alderman (1921-1925, 1933) and finally socialist burgomaster (1933-1934) of Mount-on-Marchienne. He becomes then the mainstay of the political circles, trade-union, mutuellists of Charleroi. Of 1929 with 1960, it takes part in all the important movements of social struggle. It takes positions points on July 31st, 1950 of it when it harangue crowd the shortly after the events of Grace-Berleur and during the attempt at Walloon Gouvernement separatist. It goes even until claiming the independence of Wallonia. It then will carry out a returning curve, to refuse the arrival of André Renard in Charleroi at the time of the General strike of the winter 1960-1961. Conscious owing to the fact that the Walloon idea is on the way to carry it in FGTB, it concentrates then on its social action. He however often fought for the Wallonia as in the newspaper the People from July 27th to September 19th, 1935 when he publishes a series of intitlés articles To the country which does not want to die , an expression inspired by the first indices of the economic difficulties in Walloon country with the closing of certain mines. Appointed administrative District of Charleroi of 1936 with 1961, it will cumulate this function with that of leader of the Federation of the metallurgists of Charleroi of 1939 to 1965 then of secretary of the FGTB of Charleroi of the Release with 1965. It is also with the head of the socialist party of Charleroi, practical which, after 1945, is rejected by the Renardisme. As deputy it opposed the policy neutrality adopted by Belgium. In 1938, it says it to the Room while taking its distances compared to the francophile Walloon militants, estimating that it is not the fact of approaching the France which will save Wallonia, but well the Plan developped at the point by Henri De Man. It is also on the initiative of votes of resolutions of the Walloon regional diversers of the FGTB in the Fifties, votes preaching the Fédéralisme or even the confederalism like says it the motion of the FGTB of Hainaut in 1952.
