Arnaud Montebourg

Family

Wire of Michel Montebourg, civil servant of the Taxes, and Leïla Ould Cadi, academic, Spanish professor of and essay writer belongs to a family of walis of colonial Algeria. It was collaborator of Edouard Balladur and Philippe Douste-Blazy. She is today acting general of API (Association of the independent producers of the French cinema) and general secretary of Unicine (Union of the Cinemas - France).

They have two children, Paul and Adèle.

Career

Studies

Originating in Fixin (Coast-with Or), Arnaud Montebourg studies with the Collège Marcelle-Pardé with Dijon, then with the Lycée Stephen-Liégeard with Brochon (Coast-with Or) before studying the right in 1980 to the University of Dijon. It is at that time that it militates within the National union of the students of France and adheres to the Socialist party. It continues its studies at the university Paris-I (Pantheon-Sorbonne) where it obtains its license of right, then between with the Institut of political studies of Paris; it tries there the contest of the ENA, which it fails. A little before its national service, it adheres to the club fabiusien “Space 89”, animated by Thierry Mandon.

Arnaud Montebourg makes his military service within class 85/12 of the 120e regiment of the train with Fontainebleau, of December 1985 at December 1986. This regiment was famous to be a fish pond of recruitment for the ministry in graduate and free labor. Professional path

It begins its professional path like lawyer with the Court of Appeal of Paris (in 1990). In 1993 he becomes First secretary of the Conference of the training course of lawyers of Paris.

Political career

June 1st 1997, it is elected Député of Saône-et-Loire for the socialist group. With Vincent Peillon, it animates the parliamentary mission of information on the bleaching in Europe.

Savage opposing to the immunity of the President of the Republic (in particular with respect to the businesses of embezzlement, Affaire of the fictional jobs of the town hall of Paris, Secret funding of the RPR, Affaire of the government contracts of Ile-de-France, Affaire of the HLM of Paris, etc), he proposes 2001 a resolution of the Parliament tending to the reference of Jacques Chirac, President of the Republic, before the commission of instruction of the High Court of justice, commission which will not be formed, amongst other things after the refusal of the Prime Minister of then, Lionel Jospin.

The Life republic

For a few years, it has militated for the drafting of a new constitution within association Convention for the sixth Republic (C 6R), which it founded officially the May 2nd 2001, with in particular the editor and politist Guy Birenbaum. In this constitution, the capacities of the President of the Republic would be limited to capacities of arbitration, the decision-making powers returning to a Prime Minister controlled better by a Parliament with the reinforced capacities. In this idea, it celebrated in August 2004 with Jarnac the fortieth birthday of the publication of the book of François Mitterrand the permanent Coup d'etat . It published, in September 2005, in collaboration with the professor of political science Bastien Francois, the Constitution of the Sixth Republic, to reconcile the French with the democracy .

The “draft treaty establishing a Constitution for Europe”

During the countryside of the referendum on the “draft treaty establishing a Constitution for Europe” (2004-2005), however in favor of “not”, it will not take share in the countryside like other socialist directors (Laurent Fabius, Jean-Luc Mélenchon), being subjected to the result of the internal referendum of the socialist party.

Evolution within the Socialist party

In 2002 and 2003, it cofonde with Vincent Peillon and Julien Dray the current New Socialist party which will collect 17% vote with the Congrès of Dijon of the Socialist party. At the time of this congress, he is elected first federal secretary of the federation PS of Saône-et-Loire.

At the time of the Congress of the Socialist party in Mans on November 20th, 2005, he refuses the general synthesis because according to him, it was carried out with cheap price , and that moreover it does not comprise the idea of Life Republic which is expensive to him. In dissension on the bottom with his former comrades of the NPS, in particular Vincent Peillon and Henri Emmanuelli, it decides to leave the movement of the NPS. On Saturday, December 10, 2005 with Paris, Arnaud Montebourg and his friends who separated from the Nouveau Socialist party (NPS), created during a meeting in the presence of some two hundred people, of which nearly a hundred correspondents of the new movement, a current of ideas within the PS named Rénover now .

At the end of February 2006, it is the only personality of the Socialist party with Laurent Fabius to clearly claim the exclusion of Georges Frêche after the remarks of this qualifying last of the Harki S of “submen”. Moreover, it connects the drifts of Mr. Frêche so that it regards as the perverse effects of Ve République (no countervailing power, local barons since decades).

Free electron within the successive internal majorities of the Socialist party, it joined nevertheless majority motion with each congress until 2002. Being abstained during the adoption in national office from the project of the Socialists for 2007, it gives up on July 13rd, 2006 presenting its candidature for the socialist investiture for the candidature for the presidential election of 2007, fault of obtaining to the thirty signatures necessary members of the national council of the PS.

Presidential election of 2007

The July 24th 2006, it gives officially its support for the candidature of Ségolène Royal for the nomination of the Socialist party for the presidential one of 2007.

The January 2nd 2007, Arnaud Montebourg makes appear in the Journal Libération a article on the installation of Johnny Hallyday with Gstaad and, more largely, on the supposed statute of Tax shelter of the Suisse and some Pays of the European Union, with the approval of Ségolène Royal. The spokesperson of the candidate refuses then with any comment with the press Suisse (in particular Freedom), but gives an interview in Podcast on Betapolitique, where it reaffirms his position and radicalizes it. The attack generates a strong emotion in Switzerland and in the accused countries, in particular with the Luxembourg which, by the means of Luc Frieden, reaffirms his banking policy and its solidarity with Switzerland. The January 4th 2007, Micheline Calmy-Rey, President of the Swiss Confederation, recalls the contribution of Switzerland to France and requires that one show respect for his sovereignty and his mode of tax on the residents. The business is certainly included/understood in its electoral context, but takes a particular resonance if it is put in prospect with the debates speaking between Switzerland and the European Union about the bilateral agreements (taxation).

Spokesperson of Ségolène Royal, it presents his resignation the January 18th 2007 after having launched a joke on François Holland badly perceived by Ségolène Royal. Royal symbolically its function prefers to suspend it for one month.

Legislative election of 2007

In difficulty at the conclusion of the first turn on June 10th, collecting 41,3% of the voices compared with 44% for the old agent of DGSE Arnaud Danjean, he is re-elected with 50,37% of the votes on June 17th.

At the time of an animated campaign, it qualifies its adversary of “secret agent in goguette” during a meeting with Saint-Rémy in the presence of Ségolène Royal. The evening of its re-election, it makes this statement: “Nothing will be never again as before with the socialist party! Finished the time of the completed elephants and place with the young lions! ” ( Release , 6/18/2007).

It thus confirms its will to appear as leader of the pole of renovating Socialist party, and succeeds in gaining its third mandate in a district rather carried on the right before its first election and which voted mainly (53%) for Nicolas Sarkozy with the presidential elections.

The June 27th 2007, it is named by Jean-Marc Ayrault 1st vice-president of the socialist group of the National Assembly, charged with a commission of prospect, directly charged to answer Eric Besson, Secretary of State in load of this question.
