Armed forces of the Republic of China

The Republic of China or Taiwan maintains important Armed forces to which the country devotes nearly 16,80% of the budget of the State (figures of 2003).

Personnel

The Armed forces of the Republic of China consist of a force of active of approximately 300.000 men and 3.870.000 reservists. Any young man having reached the 18 years age must carry out his military service. A plan of reorganization and optimization of the units should make it possible to reduce manpower to 270.000 about 2012, while maintaining a military training obligatory for all the young men.

The officers qualified, are well trained, technically effective. As a whole, the body of the officers tends nevertheless to being very preserving. The recruitment of young officers is difficult because of the competition with the private medium which offers gravitational careers to number of them.

The moral one of the volunteers is generally regarded as being rather low, because in particular of these difficulties of retention of the qualified personnel, of the reductions of force, management to old and a military culture with a structure of command very rigid not supporting the initiatives and takings risk on the lower levels of the hierarchy.

The tendency however seems to change since the wages and advantages of the military careers were notably improved to be able to be put in competition more favorably with the private medium.

Because of its historical heritage (with the last control of Continental China), the Army traditionally was the most important component of the military forces of the Republic of China. The awakening that the Army would have a role limited for the defense of the island in the event of attempt at invasion by the popular Armée with release of the Popular republic of China, involves a progressive decline of the terrestrial component with a setting in front of the air forces and naval.
