Andre Tulard

Andre Tulard , civil administrator and inspector of police force, is known to have created the “Tulard file”, which counted the Jews under Vichy. He was director of the service from abroad and the Jewish businesses to the Police headquarter of Paris.

Under the Third Republic, André Tulard constitutes a first file for the Police headquarter, which counts the communist . It in created another, under Vichy, this time listing the Jews. This Tulard file was transmitted to Théo Dannecker, chief of Gestapo in Paris.

Following an ordinance Nazi of September 21st, 1940, which obliges the Jews of the zone occupied to declare itself like such in the police stations or the sub-prefectures, the Régime of Vichy promulgates on October 3rd, 1940 the First Statute of the Jews. In only the Department of the Seine, nearly 150.000 people present themselves in the police stations. The information obtained is centralized by the French police force, which constitutes, under the direction of the inspector Tulard, a central data base. According to the report/ratio Dannecker, name of the chief of the Gestapo in Paris, “this file is subdivided in simply alphabetical, the Jews of French nationality and foreign file having respectively different cards of color, and professional files by nationality and street. ” It was then transmitted to grâcieux title with the Section IV J of Gestapo, responsible for the “Jewish problem”.

With many police chiefs of the French police force, André Tulard is present at the inauguration of the Camp of Drancy, stage ultimate before the Concentration camps. He also takes part in logistics concerning the attribution of the yellow stars.
