Andre Philip , born the June 28th 1902 with Pont-Saint-Esprit (Gard), dead the July 5th 1970 with Paris, is a Politician French, a doctor of economic scenes and a lawyer.
Socialist deputy of the Rhone of 1936 to 1940. He is rapporteur over the 40 hours week. He is also adherent Comité of vigilance of the intellectuals antifascists.
He belongs to the eighty members of Parliament who refuse to vote the full powerss with Pétain on July 10th, 1940. In 1942, it joined de Gaulle in London. It is then named Commissaire inside, then Commissaire in charge of the relationship with the Consultative Assembly (see the list) with the French Comité of the national Release of Algiers. He is member of the Consultative Assembly then of the two constituent assemblies. In the second, it chairs the commission of the Constitution.
He is re-elected Député of the Rhone in 1946 and sits at the Palate-Bourbon until 1951. He is Minister for the Economy and Finances of the government Gouin (January-June 1946) then in the government Blum (December 1946 - January 1947). In the ministry Ramadier in 1947, he is Minister for the Nation's economy.
He belongs to the Consultative Assembly of the the Council of Europe, where he recommends the creation of ECSC. Beaten to the elections of 1951, it enters to the Economic and Social Council of which he is member until 1959. Critical from the Algerian policy of Guy Mollet, it is excluded from the socialist party SFIO in 1957 and is joined PSA, then PSU until 1962.
On the university level, he teaches the political economy with the Université of Saarbrucken of 1951 to 1957 then with that of Paris of 1957 to 1967.
Expert of the problems of the international business and the development, André Philip takes part in the first assemblies of UNCTAD in 1964 and 1968.
He is president of the socialist Movement for the United States of Europe.
André Philip is at the same time Protestant, socialist and democratic.
