André Cellard is a Politician French born on March 19th 1921 with Rabat (Morocco) and deceased the March 11th 1999 with Neuilly-sur-Seine (Hauts-de-Seine).

• Appointed socialist of the Gers of 1978 to 1981.

• Secretary of State to the Agriculture of May 22nd 1981 at March 24th 1983, in the Government Pierre Mauroy.
