Andreï Illarionov
Andreï Illarionov is a Russian economist born in 1961, especially known to have advised the Russian government on the economic reforms in the years 1990 and to have been the adviser for the economic affairs of the Russian president Vladimir Poutine.
After studies of economy at the university of Leningrad which it completes in 1987, he becomes professor in this same university. In 1992 it begins its career to advise by integrating the work group near the Russian government on the reforms economic directed by Sergueï Vassiliev, before directing the group of analysis of planning consisted the Prime Minister of then Viktor Tchernomyrdine. In dissension with this one on the policy to carry out to rectify the Russian economy, it resignation with crash on February 7th, 1994.
Illarionov dirirge then of 1994 to 2000 the Institute of economic Analye. It is in favor with autumn 1997 of a devaluation of the rouble, which will be finally decided by Moscow. Opposing to the Protocol of Kyoto which it considered unfavourable with the interests of the Russian economy, Andreï Illarionov forms part among the advisers of Putin of the group of the “liberals”, in favor of a liberal economy. He is opposed thus to the siloviki resulting from the rows of the the KGB, whose policy consists in bringing back the large companies privatized in the years 1990 in the bosom of the State, was this by instrumentalisant the law.
In December 2003, it worries publicly about the consequences which could involve the business Youkos for the image of Russia on the international markets. One year later, it qualifies the business of “policy”, continuous to accentuate its criticisms with regard to the economic policy followed by the Putin government and denounces the sale of the company Youganskneftegaz (natural gas and oil) or the conditions of repurchase by the State of the oil company Rosneft. It ends up resigning on December 27th, 2005, while declaring on this occasion:

“I want to work with the government that we have, neither today, nor tomorrow. When I accepted this function, it was for a State where there were possibilities and hopes of evolution… but a new growth of this State occurred and a model of corporatism of State was formed”.
In April 2006, he denounces in a maintenance granted to the newspaper Vedomosti the support granted to Russia by the other members of G8 and their pusillanime attitude vis-a-vis the degradation of the Rule of law in Russia.
He joined in October 2006 Cato Institute, a liberal think-tank of Washington.
