Allowance of research

In France, the allowance of research is a work contract at limited duration specific to the Doctorant S, of public law and one three years duration (three times one year take back tacitly). The young holders of the rank of master can obtain such an employment in order to prepare a thesis of doctorate as paid of an establishment depend on the national minister of education. The allocatees of research receive for their research tasks a rough annual salary of 19.800 € (October 2007, is 1.29 smic). This contract gives place to the social protection of common right (general scheme of the social security). The allocatee of research has the statute of contract employee not-holder of public law of the State.

Amount

The allowance of research was created in 1976. Its remuneration then corresponded to 1.5 times the SMIC of the time in order to be sufficiently gravitational for the candidates (graduate of Bac+5 level). As no mechanism of indexing had been envisaged, this remuneration was devalued with the wire by time (see the graph by recalling the history in the card of synthesis on AR produced by the Confederation of the Young Researchers).

Since (n° 2006-450 of April 18th, 2006), the amount of the wages of the allowance of research is indexed on the evolution of remunerations of the public office.

The amount of the allowance was revalorized more or less regularly during the years 1980, then remained unchanged during all the decade 1990. Since 2001, regular revalorizations were made again. The two last in date intervened with the beginning of the year 2006 (+8%) then at February 1st, 2007 passing the monthly amount gross of 1417,38 euros to 1530,77 euros. In March 2006, the deputy secretary with higher education and research François Goulard had engaged, in the name of the Government so that the amount of the allowance is carried on a level higher than 1,5 times the SMIC at January 1st, 2007. In the bill of finance 2007, the amount of the third year of allowance was to rise at ~1920 € gross/month, that is to say 1,5 times SMIC (35h), starting from October 1st, 2007. Finally, the allowance of research was revalorized only 8% on October 1st, 2007, passing to 1.650 euros rough per month is 19.800 euros gross per annum or 1,29 times SMIC, and this, for the 3 years of allowance.

Condition to postulate

To profit from it, the candidate must be allowed to be registered in doctorate and to have obtained his DEA or his exemption the year preceding the inscription. However, of the exemptions are possible. The conditions are fixed by the decree of March 31st, 1992, this decree was not updated afterwards at the creation of the diploma of master and the new decree on the doctorate does not restrict any more the nonderogatory inscription with the holder of the master research.

Distribution and attribution

The minister in charge for higher education and the minister in charge for research, after opinion of the advisory commission of the allowances of research, determine the establishments in which allocatees can be registered for the preparation of their thesis. The minister in charge for fixed research for each one of them the number of allowances and, if necessary, the distribution of those between the doctoral schools, the various topics or the various public or private laboratories in which the allocatees will continue their work.

The individual attribution of the allowances of research is carried out by the chief of establishment on a proposal from the director of the doctoral school in agreement with the reader and of the moral person public or deprived in the laboratories of which the allocatee will continue his research tasks.

In certain dies like the right there is often less allowance than headings of master, to leave major his promotion is not thus sufficient to obtain an allowance.

4.003 allowances of research were distributed with the re-entry 2005 by the minister of education main road, of higher education and research between the doctoral schools of the establishments of concerning higher education ten great scientific sectors.

772 was intended for doctorands concerned with the sector biology, medicine, health, that is to say 19,3%;
641 for doctorands concerned with the sector social sciences and humanities, is 16%;
565 for doctorands concerned with the sector sciences of the company, is 14,1%;
477 for doctorands concerned with the sector sciences and communication and information technologies, is 11,9%;
368 for doctorands concerned with the sector chemistry, is 9,2%;
341 for doctorands concerned with the sector sciences for the engineer, is 8,5%;
300 for doctorands concerned with the physical sector, is 7,5%;
213 for doctorands concerned with the sector sciences of the ground and the universe, spaces, that is to say 5,3%;
207 for doctorands concerned with the sector mathematics and their interactions, either 5,2% and
119 for doctorands concerned with the sector agronomic and ecological sciences, or 3%.

For the re-entry 2007, out of the 4000 allowances of research to be distributed, 500 will be reserved to the pupils of the national universities and of the Polytechnic school, 30 will be devoted to the cooperation actions international, whereas 3470 are allotted to the establishments of higher education and the doctoral schools.

The distribution of this last quota is carried out in two times: 1) approximately 85% at the time of the first session: 70% at the doctoral schools 15% with the chiefs of establishment;

2) approximately 15% at the time of the organized second session in July or September, allotted to the doctoral schools, fléchées on laboratories and subjects of thesis doctorate.

Advisory commission of the allowances of research

The organization and the operation of the advisory commission of the allowances of research are fixed by the decree of the modified March 5th, 1993.

Composition:

members of right:

the managing director of the national research of the minister of education, research and technology, chair
the director of technology or his representative;
the director of higher education or his representative;
the personnel manager teaching or his representative;
a vice-chancellor of academy indicated by the minister in charge for higher education;
the delegate with the international relations and the co-operation or its representative;
a director of Center of initiation to higher education indicated by the minister in charge for higher education;
seven directors of the scientific departments of the direction of research or their representatives.

Eight representatives of the work world, the cultural social sectors and the areas, indicated by the minister in charge for research, for one four years duration.
Fifteen scientific personalities, including seven indicated by the minister in charge for higher education, eight by the minister in charge for research. These members are designated for one four years duration.

Activities complementary to the allocatees

The allocatees of research have the possibility of becoming in parallel Moniteur of higher education in order to acquire experiment in teaching. They can also become teaching Vacataire in an establishment of higher education (within the 96 work hours limit directed in the year). They take part in the activities organized by the research center to which they are attached.
