Ali Saibou
The General Ali Saïbou , of the Ethnie Djerma was the president of the republic of the Niger of the November 10th 1987 with the March 27th 1993.
It was born with Dingajibanda in 1940, in the district of Ouallam. Cousin of the general Seyni Kountché.
It was indicated by the Supreme Military council to succeed Seyni Kountché, deceased in 1987. Its policy is very different from that of its predecessor. It is l'" man of the décrispation". He makes adopt in 1989, by Referendum, the constitution of IIe République.
He is elected with 99,5% of the votes.
It is the creator of the 3rd political party of Niger: the National movement for the Company of Development, the MNSD which becomes the party-State.
