Alfred Sauvy
Alfred Sauvy (Villeneuve-with-the-Raho (the Eastern Pyrenees) October 31st 1898 - Paris October 30th 1990) is a economist, demographer and Sociologue French. He is the author of the expression Tiers-monde (in 1952).
Biography
Alfred Sauvy is born in a family from landowners from the Eastern Pyrenees. After having fought during the First World War, it enters to the Polytechnic school (X 1920 S) then to the general Statistics of France (SGF). Disciple of Maurice Halbwachs, it adheres to the theses natalists Adolphe Landry. To advise government Reynaud in 1938, it reforms in particular week the 40 hours instituted by Leon Blum.
In 1943, it publishes " Richness and population" , where he pleads for a policy natalist and against any form of corporative or trade-union protectionism. Named directing of INED to the creation of this organization (1945), there makes a multidisciplinary establishment of research of it, directs it until in 1962, there attracts collaborator brilliances and remains director of the review " Population" until in 1975.
Concerned also to inform the general public, it considers a monthly synthetic bulletin of information of the INED (four pages), '' Population & Sociétés '', which will be set up in 1968 by its successor, Jean Middle-class man-Pichat, and who will contribute to rectify some generally accepted ideas, on the fall in the birth rate or ageing.
In a article published in " Observateur" the August 14th 1952, it was the first with speaking about Tiers-monde, in reference to the Tiers state of Sieyès: “Because finally this ignored Third world, exploited, scorned like the Third-State, wants, him also, being something” . Author of the expression, it repudiates it at the end of his life: “That one allows the creator of the expression third world, it there has already nearly forty years, to repudiate it, so much it makes forget the increasing diversity of the cases. To include in the same term the countries of Black Africa and " four dragons" cannot carry out well far. ”
Alfred Sauvy collaborates actively in the Express train of Jean-Jacques Servan-Schreiber, and advises the government of Pierre Mendès France (1954).
In economy, he is recognized for his Théorie of discharge. He inlassablement reaffirms his theses in many works. Named with the Collège de France in 1962, Alfred Sauvy continues until a advanced age a career of journalist to the Monde and the Expansion , enjoying an undeniable personal authority, often disappointed by the political decisions, made according to him at short sight.
