Alain Poher

Alain Poher (April 17th 1909 with the Ablon-on-Seine (the Valley-of-Marne) - December 9th 1996) was a Politician French, member of the popular Republican movement (MRP).

Biography

First steps in Political

In policy, it is subject to the influence of the personalism of Emmanuel Mounier. In 1938, it enters to the Ministère of the Economy, Finances and Industry and is writer of third class. During the war, it comes into contact with the network Release-North. With the Release, it remains in its ministry, while having chaired the committee of purification.

Chief of the social services of the ministry to the Release, it joined Robert Schuman of which he is the director of the cabinet. From 1948 to 1952, he is general police chief with the German and Austrian businesses; he will also chair the international Autorité of the Ruhr.

Almost a half-century with the Senate

He is elected with the Conseil of the Republic in 1946 then constantly re-elected, except for the period 1948 - 1952, and sits at the Palais of Luxembourg until 1995 like MRP or center Union. He was president of group MRP of the Senate. He is Secretary of State to the Budget in the second cabinet Schuman and Gouvernement Henri Queuille (1) of September 5th to the November 20th 1948, then Secretary of State to the marine of the November 11th 1957 with the May 14th 1958 in the cabinet Felix Gaillard. He attends the end of IVe République.

President by interim and candidate in the Elysium

It chairs the Senate of the October 3rd 1968 October 1st 1992.

It is also President of the Republic by interim on two occasions, first once of the April 28th to the June 19th 1969 after the resignation of Charles de Gaulle. Candidate for this occasion with the presidential election of 1969, it is beaten with the second turn by Georges Pompidou. Alain Poher collects 5.268.613 votes with the first turn (23,31%) and 7.943.118 with the second (41,79%). The Communists who had presented Jacques Duclos do not choose between " white bonnet and white bonnet" . Poher is supported by the line not gaullist and the Socialists. He exerts the interim one second time of the April 2nd to the May 24th 1974 after death of Georges Pompidou and before the election of Valery Giscard d'Estaing.

Alain Poher estimated in his autobiography which he had known the first cohabitation of the History because of miseries that the Ministers for the de Gaulle general made him undergo at the time of its first presidency by interim.

Center and European

During all his life, Alain Poher expresses very strong European convictions. He tries to convince de Gaulle to give up the referendum on the reform of the Senate in 1969. He seizes the Constitutional council which cancels the bill on the right of association of Raymond Marcellin and Rene Pleven in 1971. This event marks " second birth of the Constitutional council " as very precisely raised it Professor Pierre April.

It benefits from its second interim to deposit the instruments of ratification of the European Convention of the human rights. This convention signed by France in 1950, had never been ratified by the capacity gaullist. It is with conviction in memory of its mentor, Robert Schuman, that Alain Poher ratified, in quality of president of the Republic by interim, the European convention of the human rights. It will symbolically come to testify some at the time of the 25 years of the the Council of Europe on May 6th, 1974. It takes care of the regularity of electoral operations of 1974 in France of overseas which could play a decisive part to decide between Valery Giscard d'Estaing and François Mitterrand. It chairs the ceremonies marking the centenary of the Senate in 1975. With the left with the capacity since 1981, he makes an effort with the dialog but in 1984, he rejects the constitutional revision on freedoms proposed by Laurent Fabius.
