Alain Lipietz
Alain Lipietz is a French politician, member of the party ecologist the Greens. It is also an economist.
Biography
Researcher
Born the September 19th 1947 with Charenton-the-Bridge, under the name of Alain Guy Lipiec says Lipietz, wire of Georges Lipietz and of Colette Geuinlé, Alain Lipietz is graduate Polytechnic school (X1966 promotion) and graduate of higher learning of economy (Paris I, 1972). Chief engineer of the Highways Departments, it chooses research while becoming engineer economist at the Research institute of transport (1971 - 1973), then enquiring in the Center of exploratory study of mathematical economy applied to planning, and research director with CNRS (1988 - 2002). He teaches the economy with the 3Ecole Nationale Sup3erieure of the fine arts (1975 - 1976) and in the Center of studies of the economic programs (1979 - 1982).
Throughout his career of researcher, Alain Lipietz devoted itself to analyze the social-economic relationship within the human communities, and between those and their space, on the levels urban, regional, national, and international, through several hundreds of articles and conferences.
He wrote the synthesis of a world study on the profit-sharing reports/ratios on behalf of the Université of the United Nations, and coordinated a study on the positions of the various countries of the world in the Conférence of the United Nations for the environment and the development of Rio in 1992, on behalf of UNESCO.
This orientation is reflected in its civic engagement for the ecology policy.
In France, it was named Member of the French Commission of sustainable development (1993 - 2003), of the Advisory committee of the social economy, the council of establishment of the Collège de France, the economic Council of analysis created by the Prime Minister Lionel Jospin (July 1997 - 2003), and of the High council to the international cooperation (November 2000 at December 2001).
Red with the green
Militant of the Committees of Action of the Polytechnic school and the Theater of the Wood in May 68 Sword, then member of PSU of 1968 with 1971, where he is rapporteur of the Commission Tallies of life, he animates a tendency Maoist, the Gauche Worker and Country (GOP) which will be excluded from PSU and will know short years of existence before amalgamating with Révolution! in the Communist Organization of the Workers (OCT.). In its short existence, the GOP will bring an active help to the fight of the peasants of the Larzac and workmen of Lip.
Alain Lipietz is one of the principal organizers of the Steps on the Larzac. Of 1978 with 1983, it animates the Partis review Taken, while collaborating in the diplomatic Monde, the Modern times, etc
Guest to lead the list of the Green to the legislative elections of 1986 in Seine-Saint-Denis, it joined this party in 1988. He is named by it carries word of 1997 to 1999, after being elected regional adviser of Île-de-France in 1992 and city council man Villejuif in 1994. He is elected European Député in 1999.
At the time of primary educations of 2001, it is elected by the Greens to represent them at the time of the presidential elections of 2002, but it is finally replaced for this poll by No5el Mamère following a standpoint discussed on the amnesty of the Corsican nationalists.
Chief candidate in Ile de France, it is re-elected appointed European in 2004.
Within sight of its experiment testing in 2001, coupled to personal concern and doubts about possibiltié to revive the hope in policy, it decides not to make application form for the candidature for the presidential one of 2007. Within its current, it is then Yves Contassot which has its preference. But it is finally Cécile Duflot which is selected. He refuses to support it, because it militated for NOT with the referendum on the Treaty establishing a Constitution for Europe, and he regards the rejection of this text as a regression and a dead end. This is why it gives again its support for Dominique Voynet in the internal campaign of its party.
During years 2002 - 2003, it appears among a dozen personalities threatened of died by certain Raphaël-Guy Schoemann because of their engagement for the rights of Palestinian.
In 2005, it signs the Appel of the natives of the republic denouncing the remainders of the colonialism in France.
He is chronicler of the weekly magazine Politis.
European deputy
Elected official (Green) with the the European Parliament in June 1999, he is member of the Economic commission and monetary and substitute at the Commission Employment and Social Affairs for this Parliament. He takes part in the joint committees Tiers sector, OMC and Initiatives for peace, and is member of the parliamentary delegation near the South America and the Mercosur. Re-elected in 2004, it leads the delegation for the relations with the countries of the Andean Communauté. He is also Member of the Commission of the international business and the Commission of the legal affairs, temporary member of the Commission of the economic affairs and monetary, and the delegation for the relations with the Mercosur.
He tries to work with the release of Ingrid Betancourt and all the hostages retained in Colombia.
In 2004 - 2005, it has taken, following the example Michel Rocard and of Daniel Cohn-Bendit, an active share in the sling against the constant patentability unlimited of the software for several years by the the European Patent Office. Whereas the the Council of the European Union and the European commission wish to legalize this practice by the European directive on the inventions implemented by computer, Alain Lipietz plays a part of binder between the claims of the small companies joined together within the Association for an infrastructure of free information and the partisans of the Free software on the one hand, and eurodéputés on the other hand. The July 6th 2005, the the European Parliament very clearly rejects the draft Directive in second reading, after having noted that the Conseil of the European Union had not held any account of its amendments voted during the first reading in September 2003 and aiming at framing the patentability of the software.
It strongly engages in favor of the Traité establishing a Constitution for Europe.
Affected by the rejection of the TCE, which brought in its eyes several answers to criticisms that he had formulated in his long political combat towards the preceding European treaties (combat led in the name of the political and federal Europe: to see his criticisms on the Single act, the Treated of Maastricht, the Treated of Amsterdam and the Treated of Nice), Alain Lipietz continues nevertheless to try to fish out some from them advanced threatened by the victory of NOT, in particular the European law over the Public service in the European Union envisaged by artice 122 of the TCE.
He takes nevertheless note of dead TCE and poses the August 6th 2006 the following open-ended question: “ which strategy from now on to leave Maastricht-Nice? ”
